[UAH] GERMAN DEVELOPMENT MINISTER IN UGANDA AND RWANDA

German development minister in Uganda and Rwanda

German Development Minister Dirk Niebel has begun a visit to Uganda and Rwanda where he is expected to assess the countries' economic progress and visit German development projects.

The performance of the Rwandan and Ugandan economies may be promising, but their respective human rights records still give cause for concern. German Development Minister Dirk Niebel is expected to respond by keeping German financial aid to the two countries on a tight rein. Restrictions already imposed on assistance to Rwanda may also be applied to Uganda. Niebel is set ot spend nearly a week in Rwanda and Uganda.

Prior to his visit, Niebel's ministry announced that both countries had made major progress in development in recent years and had become engines for economic and political integration in Africa's Great Lakes region.

He also lauded the two countries' development strategies which are geared to promoting growth and the private sector development. "The success they have had proves that they were right to adopt these strategies," he said.

Peace and development seen as key to regional stability

Dirk Niebel is expected to encourage both countries to continue playing a constructive role in safeguarding peace and security and to push ahead with Great Lakes' integration.

Uganda has been posting economic growth of five percent for several years, while Rwanda peaked above eight percent in 2011. The economc data may be promising, relations with Germany are clouded by political difficulties. This is because UN experts accused both Uganda and Rwanda in 2012 of financially supporting the M23 rebels in the Democratic Republic of Congo (DRC).

Germany subsequently halted budget support for both countries but it resumed funding at the beginning of 2013. This time, though, funding will be channelled to development projects directly so Berlin can ensure it is used for appropriate purposes and does not end up in the pockets of corrupt politicians.

Niebel has similar plans for Uganda where he will be pushing for project-based assistance over a three year period." I will propose to the Ugandan government that, in future, instead of providing budget support, we support a program specifically aimed at improving the management of public finances," he said.

Human rights violations in the region

There is widespread corruption in Uganda and human rights are systematically violated, particularly the right to freedom of expression. This includes Uganda's recent handling of critical reporting on President Yoweri Museveni's plans for a successor.

A letter by General Sejusa, a former associate of Museveni and coordinator of security services, was published in Uganda's Daily Monitor newspaper. The authorities responded with a police blockade of the paper's premises.

The letter claims that there was a plot to assassinate top government officials who were opposed to an alleged move by President Yoweri Museveni to have his son, Brigadier Kaneirugaba Muhoozi - who is also commander of Special Forces Brigade - succeed him as president.

Sejusa has since remained in London where he had travelled on official business.

On Thursday, the Ugandan government ordered that the blockade of the Daily Monitor's pemises be lifted and that journalists be permitted to return to work.

Rwanda's development record is not entirely positive, though President Paul Kagame has sought to meet the Millennium Development Goals and has been investing in infrastructure and in the fight against poverty.

However, these successes have been achieved through financial support from abroad, upon which the country still depends.

There has been economic and social progress in Rwanda, but the infringement of civil rights is equally visible. In October 2012, opposition leader Victoire Ingabire was sentenced to eight years in prison for treason and trivializing of the genocide against the Tutsis in 1994. This court ruling alarmed human rights activists across the world..

The Rwandan government seeks to justifiy its involvement in the DRC by the presence there of the Democratic Forces for the Liberation of Rwanda (FDLR) militia group, which is says is undermining Rwanda's stability.

Niebel will probably discuss this subject during his stay in Rwanda. Before his departure, Niebel warned that it was important that both Rwanda and Uganda to observe human rights in order to ensure that any development progress that is made will be sustainable in the long term.

Former Vice President, Prof. Gilbert Bukenya has promised to bring a change in the country's leadership, pledging to return 'ebyaffe' to Buganda kingdom, among other things.


"My friends support me when I stand for presidency in 2016, support me and I will cause a big change to this country," he told fans that gathered around him at Lubiri Palace.

This was after attending a function where the Kabaka, Ronald Mutebi II, handed over instruments of power to the new Katikiro, Charles Peter Mayiga.

'I will return Buganda's things, [property that Buganda still demands from government including the 9,000 square miles of land], end corruption and make this country better," he said.

The Busiro South legislator also promised to deal with nepotism and vowed that nothing would stop him from achieving his dream.

"Nothing can get in my way, I tell you nobody can even buy me out. I don't want to be threatened in any way. Even us we have the capacity to threaten them," he told his fans that cheered him and surrounded his car.

He said he would unveil his master plan in the near future but assured those that supported him that he had all the means of standing for presidency, including financial prowess.  

"I have my money, I'm firm and ready, so what will block me?" he stressed.

The former deputy of President Museveni was later driven out of the huge crowd waving after he was seen earlier in a jovial mood, greeting almost everyone who cared, including majority of the Buganda kingdom officials at the function.

His successor, vice president Edward Ssekandi, also attended the function.

To Northerners the sight of General Tinyefuza brings the heebie jeebies. Some touch their noses as if to ward off a foul bad breath or body odor. Some have attacks of cold sweats—a post-traumatic syndrome which recalls when the man locked the North into the dark ages and when perceived leaders were made to frog-walk, subjected to kangaroo court-whims and put in jail.
So now, when the general made another stir and the power-that-be has yet to make a public response other than harass letter-carriers, what are we to make of it?

THE dust in Iraq rolls down the long roads that are the desert’s fingers. It gets in your eyes and nose and throat; it swirls in markets and school playgrounds, consuming children kicking a ball; and it

carries, according to Dr Jawad Al-Ali, “the seeds of our death”. An internationally respected cancer specialist at the Sadr Teaching Hospital in Basra, Dr Ali, told me that in 1999 and today his warning is irrefutable. “Before the Gulf war,” he said, “we had two or three cancer patients a month. Now we have 30 to 35 dying every month. Our studies indicate that 40 to 48 percent of the population in this area will get cancer: in five years’ time to begin with, then long after.

That’s almost half the population. Most of my own family have it, and we have no history of the disease. It is like Chernobyl here; the genetic effects are new to us; the mushrooms grow huge; even the grapes in my garden have mutated and can’t be eaten.”

Along the corridor, Dr Ginan Ghalib Hassen, a paediatrician, kept a photo album of the children she was trying to save. Many had neuro-plastoma. “Before the war, we saw only one case of this unusual tumour in two years,” she said. “Now we have many cases, mostly with no family history. I have studied what happened in Hiroshima. The sudden increase of such congenital malformations is the same.”

Among the doctors I interviewed, there was little doubt that depleted uranium shells used by the Americans and the British in the Gulf War were the cause. A US military physicist assigned to clean up the Gulf War battlefield across the border in Kuwait said: “Each round fired by an A-10 Warhog attack aircraft carried over 4 500 grams of solid uranium. Well over 300 tonnes of DU was used. It was a form of nuclear warfare.”

Although the link with cancer is always difficult to prove absolutely, the Iraqi doctors argue that “the epidemic speaks for itself”. The British oncologist, Karol Sikora, chief of the cancer programme of the World Health Organisation in the 1990s, wrote in the British Medical Journal: “Requested radiotherapy equipment, chemotherapy drugs and analgesics are consistently blocked by United States and British advisers (to the Iraq Sanctions Committee).” He told me, “We were specifically told (by the WHO) not to talk about the whole Iraq business. The WHO is not an organisation that likes to get involved in politics.”

Recently, Hans von Sponeck, the former Assistant Secretary-General of the United Nations and senior UN humanitarian official in Iraq, wrote to me: “The US government sought to prevent WHO from surveying areas in southern Iraq where depleted uranium had been used and caused serious health and environmental dangers.”

Today, a WHO report, the result of a landmark study conducted jointly with the Iraqi Ministry of Health, has been “delayed”. Covering 10 800 households, it contains “damning evidence”, says a ministry official, and, according to one of its researchers, remains “top secret”. The report says that birth defects have risen to a “crisis” right across Iraqi society where DU and other toxic heavy metals were used by the US and Britain. Fourteen years after he sounded the alarm, Dr Jawad Al-Ali reports “phenomenal” multiple cancers in entire families.

Iraq is no longer news. Last week, the killing of 57 Iraqis in one day was a non-event compared with the murder of a British soldier in London. Yet the two atrocities are connected. Their emblem might be a lavish new movie of F. Scott Fitzgerald’s The Great Gatsby. Two of the main characters, as Fitzgerald wrote, “smashed up things and creatures and retreated back into their money or their vast carelessness . . . and let other people clean up the mess”.

The “mess” left by George W. Bush and Tony Blair in Iraq is a sectarian war, the bombs of 7/7 and now a man waving a bloody meat cleaver in Woolwich. Bush has retreated back into his Mickey Mouse “presidential library and museum” and Tony Blair into his jackdaw travels and his money.

Their “mess” is a crime of epic proportions, wrote Von Sponeck, referring to the Iraqi Ministry of Social Affairs’ estimate of 4,5 million children who have lost both parents.

“This means a horrific 14 percent of Iraq’s population are orphans,” he wrote. “An estimated one million families are headed by women, most of them widows”. Domestic violence and child abuse are rightly urgent issues in Britain; in Iraq the catastrophe ignited by Britain has brought violence and abuse into millions of homes.

In her book “Dispatches from the Dark Side” Gareth Peirce, Britain’s greatest human rights lawyer, applies the rule of law to Blair, his propagandist Alastair Campbell and his colluding cabinet.

For Blair, she wrote: “Human beings presumed to hold (Islamist) views, were to be disabled by any means possible, and permanently . . . in Blair’s language a “virus” to be “eliminated” and requiring “a myriad of interventions (sic) deep into the affairs of other nations.” The very concept of war was mutated to “our values versus theirs”. And yet, says Peirce, “the threads of emails, internal government communiqués reveal no dissent”.

For Foreign Secretary Jack Straw, sending innocent British citizens to Guantanamo, was “the best way to meet our counter terrorism objective”. These crimes, their iniquity on a par with Woolwich, await prosecution. But who will demand it?

In the kabuki theatre of Westminster politics, the faraway violence of “our values” is of no interest. Do the rest of us also turn our backs?

As a long time member of UNAA elections are normally a time of great creativity, both negative and positive.

A great number of ideas and non ideas are thrown about as to where our esteemed organization should steer towards. This year is no different especially in the midst of a new constitution which is still in it's practical infancy. 

The original Charter of UNAA; calls for the organization to maintain an Apolitical stance in regards to local Ugandan politics. And to its credit the UNAA has so far been able to navigate most of the political Minefields, by being impartial to any political organization. This has been done in spite of pressure by some member calls for it to do so.

UNAA stands in the politically unique position of whereby most of its members want it out of politics, while at the same time criticizing it for not having political positions.

It should be recognized that the qualifier for membership into the organization, irrespective of tribe, religion, social standing or political affiliation is that one has to be a Ugandan. 

Which basically means that UNAA is made up of people who do not have parties, or are members of FDC, NRM, KY, DP,CP or UPC. In other words UNAA is all embracing with only one agenda. Uganda!

I have served UNAA in a number of capacities; from the local level up to to the national level as it's two time Vice President. At all times it was known that I was a card carrying member of UPC who had UNAA at heart. At no time was my ethnic and political origin an issue during my tenure. 

That is the kind of organization I will always be proud of being a part of inspite of its many challenges.

During my tenure one of our great achievements was successfully lobbying the Ugandan government passing the law make it legal to hold Dual Citizenship. This required Board members to directly engage the President of the Republic in this endeavor. 

We were roundly criticized for doing so because this was the period when Multiparty politics was being introduced in Uganda.  What many people do not realize is that some of the authors for that proposal are among staunchest members of the opposition. We have all benefited irrespective of our political leanings from this new law.

It's with all this that I view Ndugu Kamugisha's missive with sadness in that he of all people knows UNAA's apolitical stance.

If anything, UNAA has shown that it has the institutional wherewithal to invite both sides of the political divide without worrying about being accused of favoritism. 


Criticism is the price for greatness.

The email attributed to Rev Kamugisha with the heading "A sad day for UNAA" is a personal opinion and is not an accurate reflection of the hard work and principled dedication behind the effort to organize what is shaping out to be UNAA's most memorable convention.
 
The Executive Director General of Oxfam, a distinguished Ugandan personality who has lived with us in the diaspora for several years, Eng. Winnie Byanyima, has been invited as a featured speaker. She will grace our event alongside other featured speakers like the Mayor of Dallas. The list of featured speakers is by no means complete so any indication that it lacks diversity is simply without foundation.
 
The 25th Annual UNAA Convention is going to be hosted in Dallas, Texas also known as Oil Country. It is therefore of strategic interest to UNAA's members to hear from the developing Oil Industry in Uganda. The expectation is that our members will explore opportunities which can be exploited by forming partnerships with Dallas oil entities and importing needed specialized oil industry skills and services into Uganda. That is the specific objective for inviting the President of Tullow Oil Uganda as a Keynote speaker for UNAA Dallas 2013. If the President of Tullow Oil Uganda was of Chinese extraction and a member of the Communist Party, that is who would have been our Keynote Speaker.
 
Thankfully UNAA members have time and again rejected all efforts to get divided along personal political and ethnic views and there is every expectation that this continues to be so today. This fact alone makes it a brighter day for UNAA.

The Pre-Trial Chamber I of the International Criminal Court (ICC) has rejected the challenge to the admissibility of the case against Saif Al Islam Gaddafi suspected of crimes against humanity of murder and persecution.

The crimes were allegedly committed in Libya from February 15, 2011 until at least February 28, 2011.

The Chamber reminded Libya of its obligation to surrender the suspect to the Court.

The Libyan authorities may appeal this decision or submit another challenge to the admissibility in accordance with article 19(4) of the Rome Statute.

A challenge to the admissibility of the case is granted if the case is being investigated by a State which has jurisdiction over it, unless the latter is unwilling or unable genuinely to carry out the investigation or prosecution.

The challenge to the admissibility of the case against Mr Gaddafi was submitted by Libya on May 1, 2012 and the Chamber conducted an assessment of the evidence presented by the parties and the participants.

The Chamber concluded that it had not been sufficiently demonstrated that the domestic investigation cover the same case that is before the Court.

In addition, the Chamber recognised Libya's significant efforts to rebuild institutions and to restore the rule of law.

The Chamber, however, stressed that the Libyan State continued to face substantial difficulties in exercising fully its judicial powers across the entire territory.

Namely, the Libyan authorities had not been able to secure the transfer of Mr Gaddafi into State custody and impediments remained to obtain the necessary evidence, and secure legal representation for Mr Gaddafi.

Pre-Trial Chamber I is composed of judges Silvia Fernandez de Gurmendi, Presiding, Hans-Peter Kaul, and Christine Van den Wyngaert.

I for one don't see any harm in inviting Mrs. Winnie Byanyima and Elly Karuhanga, both distinguished Ugandans, as our chief guests for the UNAA silver jubilee. The fact that they both come from the same sub region should not be held against them as a dis-qualifier as all of us happen to come from somewhere.This year's theme, if I am not mistaken, is "harnessing the power of the diaspora." Why not work around this idea to bring all of us together, politicians included. Because at some point, UNAA is gone need those same "politicians" we are wont to distance ourselves from, whether for the dual citizenship, absentee voting etc.

Last night during one of our regular joint "UNAA 2013 Dallas Convention/Silver Jubilee" preparatory meeting,with the LOC, UNAA Executive and some member's of the UNAA Board of Trustees, i was surprised but not shocked to learn that what i had suspected from the very first time the "Dallas UNAA 2013 Local Organizing committee's" were HAND PICKED by some interest groups, had finally come to realization.
 
"Elly Karuhanga" and "Winnie Byanyima" have been selected and confirmed to be this year's UNAA Dallas 2013 KEY NOTE SPEAKERS, on Saturday during the opening ceremonies and on Sunday, during the closing ceremonies, respectively.  
 
It has almost become pointless for one to write or forward issues of concern to the UNAA Executive or even the BOT, for fair scrutiny or judgment as some times, one ends up frustrated because, either nothing ever comes back with a response to the issues of concern or when they do, the results are often first delivered to the complainant through third party informers. 
 
Last night though, the sad and troubling information about the two mentioned, strongly tied individuals to both the "NRM and FDC" political parties, was not delivered through a third party but by the horses mouth itself!
 
Meanwhile, before last nights delivery,it has almost gone to six months since i first presented my concerns to the UNAA Executive, regarding the formation and composition of some UNAA Dallas 2013 Local Organizing Committees, which according to my observations were deliberately formed and composed to consist of member's of the same Ugandan political leanings, from the same geographical region in Uganda, while some are closely related to each other. 
 
Any wonder why we now have "Elly Karuhanga and Winnie Banyima" who come from the same region in Uganda, who are both politically connected with the two main Ugandan political parties, are of the scheduled as Chief guests at the UNAA 2013 Dallas convention?
 
One may be quick to point out that the two are "not politicians" but one may as well point out that their shadows clearly reflect "NRM and FDC" respectively. As the inflicted wounds of the recent past attacks on the organization are in the process of healing, the last thing one would want to front at this year's UNAA SILVER JUBILEE/Convention, are issues of direct political ties between UNAA and the NRM or Uganda's political arena at any cost.  
 
Truly, given all the past wrangles, some of which lead to the splinter group which not only took root in the middle June 2011 but also ended with the hijacking of the organization and openly resurfacing during the 2011 Denver Convention, the hijackers, whose main reasons also were based on the assumption, that "UNAA was operating  in the pockets of the NRM" mainly so, according to their limited information, which was also based on the fact that UNAA annually receives a $20..000 US. Dollar check from the Kampala regime, among other reasons.
 
With TALLOW being one of the leading and largest UNAA sponsors, and probably because of the inherited debt from last year's convention in Philly, it would be untestable why ELLY KARUHANGA, has been brought on the fore front as this year's Chief UNAA guest. And yes, Winnie Byanyima, is no doubt one of the well accomplished female Ugandans and one who is internationally well placed today, but is Ankole, the regional hub of  "well placed" and "well accomplished"  Ugandan's who can deliver a Key Note Speech at the UNAA convention?
 
The questions then begs, how low are we [UNAA] prepared to scoop simply because of the hand outs from the Ugandan military lead regime? Let it be known and clearly known, that what is deemed to be "Oil Money" from TALLOW, is indeed, more BLOOD Money from the regime, which if we are not careful as an organization, will cost us [UNAA]some hand twisting, in the near future. Nothing comes for free as the old rhetoric goes.
 
A Piece of Advice:
 
For the sake of our highly anticipated festivities during this year's Convention/Silver Jubilee, i do not think that reversing the decision of having the two prospective speakers is too late.
 
There are well accomplished Ugandans out there, both in the diaspora and in Uganda, who could still be contacted to preside over our Silver Jubilee/Convention, without causing any unnecessary anxieties or panic. The last thing we need in this year's convention are disruptions of our ongoing arrangements which lead to the two incidences in Seattle, Washington, 2004 and Minnesota, 2005 where demonstrations and public protests were staged, which BTW, IF they were to be staged, i would be among the first on line to express my disgust over this senseless decision.
 
This is not a threat, am prepared to do it and i will do it unless the decision is reversed.

The 25th Annual UNAA Convention is going to be hosted in Dallas, Texas also known as Oil Country. It is therefore of strategic interest to UNAA's members to hear from the developing Oil Industry in Uganda. The expectation is that our members will explore opportunities which can be exploited by forming partnerships with Dallas oil entities and importing needed specialized oil industry skills and services into Uganda. That is the specific objective for inviting the President of Tullow Oil Uganda as a Keynote speaker for UNAA Dallas 2013. If the President of Tullow Oil Uganda was of Chinese extraction and a member of the Communist Party, that is who would have been our Keynote Speaker.
 
Thankfully UNAA members have time and again rejected all efforts to get divided along personal political and ethnic views and there is every expectation that this continues to be so today. This fact alone makes it a brighter day for UNAA.
