Hon Nandala Mafabi’s scheme to form New Political Party with Hon Mike Mukula and Gilbert Bukenya take Shape as Mugisha Muntu finally appoints Wafula Ogguttu as the New Leader of Opposition

After hesitating, dillydallying and yawning for several months, the President of the Forum for Democratic Change Maj Gen (Rtd) Mugisha Muntu has finally made the brave decision of replacing Hon Nandala Mafabi as the Leader of Opposition in Parliament with Hon Wafula Ogguttu.

The decision came after a long spell of suspense which started last year when the two men (united by their opposition to President Museveni) started bickering in public for the presidency of the party.

The post of Leader of Opposition is very juicy and regarded at the level of a cabinet minister. The LOP is entitled to a VIP vehicle with police guards and a hefty package as per diem. It’s no wonder that Hon Nandala has been involved in some sort of power struggles with his party colleagues. 

Prior to his appointment as LOP, Mafabi had contested as Speaker for the Ugandan parliament but was beaten by Hon Rebecca kadaga. He then tried to contest as the FDC party President but was again beaten to the presidency by Mugisha Muntu sparking another wave of power struggles within Uganda’s biggest opposition party.

But it’s worth noting that Muntu had defeated Mafabi for the party presidency in a controversial election that was held at Nambole by the FDC party delegates. The post had been left vacant when the former party President Col Kiiza Besigye opted to step down before the expiry of his term.

 Gen Muntu’s victory over Nandala led to chaos as a section of the Nandala loyalists vowed to either defect to NRM or form a new party.

Matters got heated late last year when Nandala Mafabi almost succeeded in calling for ‘a rematch’ with Muntu for the FDC party Presidency, but his calls were strongly resisted by the national executive committee of the party.

The party has since been divided with many party members loyal to Hon Nandala defecting to NRM; one of the prominent Mafabi loyalists was Maj Rtd Major Rubaramira Ruranga who is now enjoying his prodigal son status within the NRM camp.

News of Mafabi’s removal from the LOP post has been a daily item since last year when it was rumored that Hon Alice Alaso was to replace him as the new LOP.

Gen Muntu however denied the allegations by asserting that Mafabi’s position as the LOP was safe.  

Ambitious Mafabi

We have been reliably informed that the FDC leadership got wind of Mafabi’s desire to form a political party and started mooting ways to get rid of him.  Some members of the party tried to prevail on the party leadership to expel Mafabi but Kiiza Besigye resisted their calls.

Late last year, things got worse when the rift between Mafabi and Muntu spread like wildfire in the national media prompting rumors that Mafabi was on the verge of losing his post as LOP.

The power struggles got personal and Mugisha Muntu came out to prove who had more powers when he said that he was the only person with the mandate to decide whether Hon Nandala Mafabi could be demoted or retained as Leader of Opposition (LOP) in Parliament.

Muntu later gave 24th January2014 as the day to make the decision to either retain or drop Mafabi, but nothing happened when the day came last week. We have been told that Muntu has been weighing the repercussions of dropping Mafabi with fear that the party might collapse completely if he fires the man from Sironko.

It has also been revealed that the party is planning to deploy Mafabi in an alternative position rumored to be very powerful. This comes after the National Executive Committee (NEC) of the FDC Party proposed to offer Mafabi an alternative post of Shadow Finance Minister last year.

Our sources recently got information that the party was planning to appoint Mafabi as the new Secretary General, replacing Hon Alice Alaso in that position, a decision which might antagonize the party even further.

But on the other hand Mafabi is planning to find his way out of the party by creating a new political party: it’s widely believed that he has already formed a chain of leadership structure for the party with the view of starting a new political life. 

It’s rumored that Mafabi is set to form the new party with some strong but disenchanted cadres of the NRM that include the former Vice President Prof Gilbert Bukenya And Hon Mike Mukula.

Unconfirmed reports have it that the trios has been having marathon meetings which insiders assume to be attempts to form a new political front to challenge president Museveni in the fast coming 2016 elections.

It is believed that the party might evolve into some form of coalition and then invite other reputable leaders to join them. It’s clear that Mafabi’s ambitions for the Ugandan presidency are still unblemished.

Background

In 2011, FDC party President Col Rtd Kizza Besigye appointed Nandala Mafabi as the new Leader of Opposition in Parliament. Mafabi, who until then had been Chairman of the Public Accounts Committee (PAC) and a Member of Parliament for Budadiri North constituency.

Mr Mafabi replaced Professor Ogenga Latigo who lost his parliamentary seat in Agago constituency during the 2011 general elections.

As PAC Chairman, Mafabi beat President Museveni, URA boss Allen Kagina, and IGP Kale Kayihura to take the African Challenge Foundation award for fighting corruption. He however, contested on the post of Speaker only to lose to Rebecca Kadaga in the NRM studded Parliament.

In the last week, we’ve seen unprecedented media attention on SodaStream, the company that produces water carbonating devices in an Israeli settlement in the West Bank. The New York Times, the LA Times, the Financial Times, Time Magazine, The Guardian, ABC News, Vogue, and Entertainment Weekly are a few of the media outlets making mention of the fact that Israeli settlements are illegal under international law.

All of this coverage has been prompted by Oxfam’s Ambassador Scarlett Johansson’s agreement to endorse SodaStream and film an ad to be aired during the SuperBowl this Sunday.

Until today, Johansson also served as a global ambassador for the humanitarian organization Oxfam.  But thanks to pressure from all of you, Oxfam stuck to their policy of opposing Israeli settlements, and Johansson stepped down, choosing profit from occupation over humanitarianism.

As JVP Executive Director said in her statement today, "That the boycott, divestment, and sanctions (BDS) movement was able to force this decision in a matter of weeks is proof of the growing power of BDS worldwide."

Lalji PfAL scholarships for graduate study at the London School of Economics and Political Science.

 Through the generous support of the Lalji family and the Programme for African Leadership (PfAL) Foundation, the London School of Economics and Political Science is delighted to announce that it is making available a significant scholarship fund to bright African students applying to the MSc Development Management or the MSc in International Development and Humanitarian Emergencies (IDHE)  starting in the academic year 2014/15.  A full scholarship will cover fees and living costs, but the value for each student will be assessed according to financial need. 


As well as studying for a prestigious London School of Economics MSc programme, all Lalji PfAL Scholarship recipients will participate in an additional programme of workshops and seminars throughout the year. 

Successful candidates will also gain membership of the growing PfAL network of African leaders.
 

Eligibility


In 2014/15, the scholarships are open to applicants from across sub-Saharan Africa.  A minimum of 15 places will be reserved for applicants from Kenya, South Sudan and Uganda.  Applicants who have not previously studied outside Africa are particularly encouraged to apply.

Woman dies in Montreal's Metro after scarf caught in escalator

A woman died Thursday morning after her scarf got caught in the escalator at the Fabre Metro station in Montreal.

The incident happened around 9:15 a.m. ET at an unsupervised, automatic entrance to the Metro station on the blue line.

"She got strangled… and the woman, aged around 30, passed away on scene,” said Const. Jean-Pierre Brabant of the Montreal police.

A witness told investigators that the woman's hair also got caught in the escalator after she bent down in an attempt to dislodge her scarf.

The woman was in cardiac arrest when firefighters and paramedics arrived on the scene.

UrgencesSanté said the woman appeared to be in her 30s, but could have also been in her 40s.

The Fabre Metro station is in the Montreal borough of Villeray-St-Michel-Parc-Extension.

Revenge of the Nerd: Wildstein Rats Out the Boss

Remember what Chris Christie said about David Wildstein in his endless Jan. 9 press conference? No? This:

It is true that I met David in 1977 in high school. He's a year older than me. David and I were not friends in high school. We were not even acquaintances in high school...We didn't travel in the same circles in high school. You know, I was the class president and athlete. I don't know what David was doing during that period of time.

I remember hearing those sentences and thinking gee, that's not very nice--and not very smart. What if Wildstein is sitting on some goods? Is he going to be happy being dismissed as too geeky for Christie to waste his time on back in high school?

Apparently he's not. From the NYT, just this afternoon:

David Wildstein, a high school friend of Mr. Christie's who was appointed with the governor's blessing at the Port Authority of New York and New Jersey, which controls the bridge, described the order to close the lanes as "the Christie administration's order" and said "evidence exists as well tying Mr. Christie to having knowledge of the lane closures, during the period when the lanes were closed, contrary to what the governor stated publicly in a two-hour press conference" three weeks ago.

"Mr. Wildstein contests the accuracy of various statements that the governor made about him and he can prove the inaccuracy of some," the letter added.

Oops.

Now, before we get overexcited here, some points. First, this letter Wildstein has released says only that evidence exists that Christie had "knowledge of the lane closures." It's worth noting that Christie denied this on Jan. 9 at his press conference, when he said:

So what I can tell you is if people find that hard to believe, I don't know what else to say except to tell them that I had no knowledge of this -- of the planning, the execution or anything about it -- and that I first found out about it after it was over.

So he said he didn't know about it while the closure was ongoing. If Wildstein is telling the truth, that's a lie.

But notice that Wildstein's letter doesn't say that Christie knew the motivation--it doesn't say he has proof that the closures were made for reasons of political retribution. So if Wildstein is not actually alleging that, which it seems he's not, then this may not be that huge a deal. The big enchilada here is whether Christie knew it was retribution, and if that isn't proven--and apparently it's not even alleged--then yeah, Christie lied, about not knowing at the time, but it's not the Big Lie everyone is looking for.

Then there's the matter of that more ambiguous last sentence, contesting "the accuracy of various statements that the governor made about him." Who knows yet what that refers to? There's still a lot of detail missing here.

So this is not a huge story just yet. It's potentially a huge story. Depending on what Wildstein has, and on whom, he might set off a domino-effect of people flipping, and then who knows. But so far we don't know what his evidence is.

And even if this goes no further, it still damages Christie, fairly or not. Most people already think he's lying, and this popping up on their cable news channels over the weekend of his state's first Super Bowl is just going to pour salt on that wound. And undoubtedly there's more to come. The nerd is striking back.

Truth be told, these women have a point: most village boys are lazy and waste away tons of hours at pool tables and other bar games.  But to criminalize that?

MAYUGE district - Women in Mayuge town have asked the Government to enact tough by-laws to punish men who engage in playing games such as ludo (a board game), pool and omweso during working hours.

They said their husbands have left all family responsibilities to them and leave their homes early morning to go to trading centres to gamble.

This was during three separate meetings organised by the Bunya West MP Vincent Bagiire in Mayuge town on Friday as part of his ongoing food security enhancement campaign and giving hoes to women in the constituency.

"Our husbands are becoming too dependent on us, they do not want to dig but instead, after having breakfast, they go to trading centres to play board games and politicking.
"The Government should come up with laws to restrain them so that they become productive to the economy," Saida Samusa from Katwe village, said.
She said they wait when women have harvested food and they sell it to get money for marrying other women.

Fatuma Naikoba from Ddwaliro zone said as a result of irresponsible behaviour by their husbands, their children drop out of school due to lack of fees.

"We have three school-going age children but they are not studying because whenever I want to sell part of the food to raise money for their school fees, he restrains and threatens to beat me saying the land on which I grow the food belongs to him," Naikoba said.
Bagiire who donated 1,200 hoes to the women, said he was impressed by the residents for growing food unlike other parts where sugarcanes are grown without sparing land for food crops.

He asked them to reinstate granaries for food storage to be used in times of drought and famine. However, the residents complained of the rampant theft of food in the area saying they instead keep it under their beds.
Florence Tibiwa, a resident of Ssesse zone thinks idle husbands should be arrested because they have turned into dependants.
She also suggests that Parliament comes up with a specific law to penalise those who engage in gambling during the day.

In her view, Farida says such men are giving a bad example because "our children will follow the same trend", and adds: "Let them be jailed as a lesson to others".

Chris Christie of New Jersey said on Friday that the governor knew about the lane closings when they were happening, and that he had the evidence to prove it.
In a letter released by his lawyer, the official, David Wildstein, a high school friend of Mr. Christie's who was appointed with the governor's blessing at the Port Authority of New York and New Jersey, which controls the bridge, described the order to close the lanes as "the Christie administration's order" and said "evidence exists as well tying Mr. Christie to having knowledge of the lane closures, during the period when the lanes were closed, contrary to what the governor stated publicly in a two-hour press conference" three weeks ago.
 
"Mr. Wildstein contests the accuracy of various statements that the governor made about him and he can prove the inaccuracy of some," the letter added.
The letter marked the first signal that Mr. Christie may have been aware of the closings, something he repeatedly denied during thenews conference.
In early January, documents revealed that a deputy chief of staff to Mr. Christie, Bridget Anne Kelly, had sent an email to Mr. Wildstein saying, "Time for some traffic problems in Fort Lee," the town at the New Jersey end of the bridge, where Mr. Christie's aides had pursued but failed to receive an endorsement from the mayor.
Mr. Christie has steadfastly denied that he knew before this month that anyone in his administration was responsible for the lane closings, and his administration has tried to portray it as the actions of a rogue staff member.
The governor fired Ms. Kelly. Mr. Wildstein, the director of interstate capital projects at the Port Authority, resigned.

NAIROBI, Kenya - Most Kenyan troops will soon leave the port city of Kismayo which they took control of more than a year ago after ousting al-Qaida-linked militants, a Kenyan military spokesman said Friday

The Kenyan army command will leave Kismayo "soon," said Col. Willy Wesonga. Sierra Leonean troops will replace Kenyan forces that will move to the Gedo region, he said. Only small Kenyan units will remain in Kismayo, Wesonga said.

The announcement comes as Kenyan forces are accused of misconduct including of backing one Somali militia against others in Kismayo, an issue that led the Mogadishu-based Somali government to demand a more neutral force in Kismayo.

Kenya is one of several African countries that have troops in Somalia, as part of the African Union Mission in Somalia or AMISOM, which is backing the country's weak government against an onslaught by the Islamic extremists of al-Shababs.

Kenyan troops in Kismayo were accused mid-last year of backing one militia, the Raskamboni brigade, against others in deadly fighting there. The Raskamboni brigade —which helped Kenya to push al-Shabab militants out of Kismayo in 2012 —is led by Ahmed Madobe, a Somali warlord who has established a local administration in Kismayo that is independent of the central government. Madobe is a key power broker around Kismayo, although he is not backed by the federal government in Mogadishu.

Kismayo is important for Kenya, which seeks a friendly buffer zone near its border with Somalia — one of the main reasons it sent troops to Somalia in late 2011 to fight the rebels of al-Shabab, Islamic extremists linked to al-Qaida. The rival militias appear to be interested in the economic engine of Kismayo. Its port generates a reliably large income and has been the export point of Somali-made charcoal that the United Nations has deemed illegal.

RAMSTEIN AIR BASE, Germany (AFNS) -- In an effort to confront destabilizing forces and violence within the Central African Republic, France and the African Union have requested U.S. support to move Rwandan forces into the region.

Airmen from the 435th Air Ground Operations Wing's Contingency Response Group responded to the request. A joint Air Force and Army team of 35 aerial porters, along with maintainers and logistics planners, are on the ground at Rwanda's capital city of Kigali to assist in the African mission.

"I couldn't be prouder of what our Airmen are doing in Africa right now," said Col. Joseph McFall, the 435th AGOW commander. "The support they are providing our international partners is key to enabling African-led solutions to stabilizing the region."

Kigali International Airport, Rwanda, is a key staging area for transport of the Rwandan troops, supplies and equipment into the Central African Republic. The mixture of civilian and military air transport created a unique and challenging environment to move more than 850 Rwandan troops and more than 1,000 tons of supplies and military equipment.

Fifteen members of the CRG's 435th Air Mobility Squadron are working with the Rwandan mechanized battalion to load personnel and equipment onto U.S. aircraft by building pallets containing security equipment, clearing weapons and creating load plans.

The CRG's 435th Security Forces Squadron is also on the ground. The defenders perform airport security surveys and are working with the embassy to conduct route surveillance. An independent duty medical technician is also assigned and is responsible for providing limited medical care to the expeditionary team.

Rwandan military personnel are expected to remain in the Central African Republic for one year.

"What the Rwandans are doing in Central Africa is a key component of helping stabilize the region," said Tech. Sgt. Carnard Drayton, the NCO in charge of aerial port operations at the 435th AMS.

The 435th AGOW is located at Ramstein Air Base, Germany, and has about 1,500 Airmen, civilians, contractors and local nationals ready to deploy and support a wide variety of contingency operations while enabling U.S. Africa Command and U.S. European Command goals throughout the region.

Researcher and author of several books on African affairs, Dr. David Hoile, in his study of the court entitled, ‘The International Criminal Court: Europe’s Guantanamo Bay?’ described the Hague-based International Criminal Court (ICC) as a new European attempt to recolonise Africa. 

“A hundred and twenty years later Europe appears to still be trying to steal both Africa and Africans,” Dr. Hoile stated in his book.

They are now using their new creation, the International Criminal Court, to steal Africans from Africa to put on show-trials in Western Europe. This has been seen as a means of destabilizing African continent – something which then makes the political domination of Africa and the subsequent exploitation of African minerals and resources that much easier.”

The British author introduced two of his books in Addis Ababa, Ethiopia, on Thursday (January 30, 2014) during the 22nd Summit of African Heads of States, who have been at loggerheads with the ICC.

Dr. Hoile’s new book, ‘Justice Denied: The Reality of the International Criminal Court’ is expected to be published in March this year.

The author says even though the ICC Prosecutor received over 8,300 referrals regarding crimes against humanity and related issues from more than 130 countries, as of 2013 the Prosecutor only opened investigations in eight African countries – Uganda, Democratic Republic of Congo, Central African Republic, Sudan, Kenya, Ivory Coast, Mali and Libya.

“Not a single non-African country has been indicted, despite well-documented allegations of European war crimes in Afghanistan and Iraq,” the author says.

Following the indictment of Kenya’s president Uhuru Kenyatta and his deputy William Ruto in 2013, the issue of the ICC and its relationship with Africa has been at the top of the African Union’s agenda.

It is recalled that the African Union in October 2013 held a special Summit of African Heads of States and passed a resolution denouncing the court.

The ICC is established after 122 countries become Parties to the Rome Statute in 1998. Out of them 34 are African States, 18 are Asia-Pacific States, 18 are from Eastern Europe, 27 are from Latin American and Caribbean States, and 25 are from Western European and other States.
