Torture: Kira road police boss shuns orders to transfer suspect to Nalufenya

Kira Road DPC Michael Kasigire on Tuesday (yesterday) rejected orders from his superiors to transfer Sergeant Enock Twesigye to highly dreaded incarceration facility Nalufenya in Eastern Uganda.

According to our police source, the officials at head offices in Naguru sanctioned the transfer after reports were published by online media about Twesigye's 3 months detention without taking him to court.

This skilled detective was arrested on March 18 from Teza police station on Mityana road and detained at PSU in Mpigi.

He was later taken to Kira road and accused of murdering a prime suspect Hakim Ssali who participated in killing of a prominent businessman Wilberforce Wamala in 2013.

He got involved in tracking Ssali after rendering support to chief investigator Patrick Segujja who later abandoned the investigations and fled the country after the mysterious death of the suspect.

Twesigye went back to his area of operations until last month when he was arrested a day after the assassination of AIGP Felix Kaweesi.

Kasigire, it's reported was seen receiving incessant calls after the stories circulated on internet.

"First he talked to police spokesman AIGP Asan Kasingye then after he talked to many others from police head quarters," a source said without disclosing their names.

"The orders he got were to transfer Twesigye to Nalufenya," a source said.

But Kasigire disobeyed saying that if at all this officer is tortured he is to blame.

"He said that unlike other suspects who are taken to Nalufenya without public's knowledge, Twesigye's case is different as it has already been exposed," a source further divulged.

Kasigire feared that in case Twesigye is subjected to harsh torture he will be answerable.

He instead decided to take him to Naggalama police station in Mukono.

"He personally drove him in his police truck- double cabin.

It remains unclear why Police decided to shift the suspect from Kiira Road police.

But it's feared that this could have been aimed at denying human rights activists and the media access to the troubled suspect.

Police Spokesperson Asan Kasingye told sections of media that Tumwesigye should be taken to court.

"If he has committed an offence, he should be taken to court," said Kasingye.

"Has someone committed an offence? Investigate and take him to court. Finished," he added.

Kasingye emphasised that "whoever" took Tumwesigye to Naggalama should explain what informed his decision.

When we contacted Kasigire on phone, he immediately hung up when we asked him about Twesigye.

Kasigire called back and said that, "I transferred that person to relieve myself of pressure. The suspect was brought here by my bosses and I don't have his file, So my hands are tied. I told my bosses that I took him to Naggalama because it's also a government facility."
