It's currently unconfirmed if the attack was orchestrated or inspired by the Islamic State, but it carries ISIS hallmarks. In an ISIS magazine article from November 2016, ISIS suggested to jihadists how to carry out a successful attack as a lone wolf operative. In the article, ISIS said that a lone wolf should use a vehicle to plow into a crowd and to carry a secondary weapon.
A similar attack claimed by ISIS was carried out on July 14, 2016 at a Bastille Day celebration in Nice, France byMohamed Lahouaiej Bouhlel. Bouhlel is responsible for murdering up to 84 people by ramming into them with a truck and shooting at them.

Eye witnesses report that victims were receiving CPR after being 'stabbed' By Mark Hodge and Neal Baker, The Sun: 3rd June 2017:
LONDON Bridge station has been evacuated amid reports of a car mowing down pedestrians, victims being stabbed and shots being fired.
Armed police are at the scene while people have been seen fleeing the central London landmark near Borough Market.
Eye witnesses confirm that several people are lying on the ground and are receiving CPR after being stabbed.
There are have also been reports of gun shots being fired.
In horrifying footage taken from the scene, police can be heard shouting "clear the area, now" while screaming people can be seen running in fear of their lives.
One terrified woman said she was at a restaurant and police swarmed on the area.
She said police were shooting. "We had to run," "There was loads of shooting."
Multiple police vehicles can be seen at the scene of the horrifying incident
