Which are you responding to?

I specifically brought out the past glory of KCC to hint on how diversity managed Kampala without conflict. I forgot, prior to Walusimbi Mpanga, the Mayor of Kampala was an Asian Ugandan.

Personally, "AGE LIMIT" is not an issue but, I respect those who have opinions about it. I guess they can defeat it democratically. It does not belong here, though.

Haaaaaa you people...you go now idea what it means a city with no mayor. Have you ever seen one without a mayor. 

The roles of the Mayor have specif and clear. If M7 creates these undefined ministers he must creat job a description fir them than encroaching on the Mayors role. 

In this who creates conflicts ...its M7 who wants to see inly chaoa all the  time...seeing people ar war then he comes in as a mediator. no way we know how he works....no need for no sense... 

Why is it kampala that M7 has created many ministers....he uses women because they are seen to be source of evil kamapala people know what they want. They are business naturally able to fend for themselves...unlike thise in villages where he goes with 200sh and the clap for him not in kampala. 


Somebody highted that the days of Besigye are over abd Bobi Wine days are now passing out...that is what you wish to hear. I can assure you Besigye is still strong and even more strong than before. Am not sure you based tourself on to conclude that his days are gone ....


Do not touch the constitution...to change it to remove the age limit...no no no.

Ugandans you have already seen how our land has been grabed by generals...do we want this continue...please save the country...

Ugandans abroad you have been restricted from acquiring much at home ...declaring you non citizens unless u have the registration card.....registration process is a hursle...takes too much time yet Burindians get them in a day.....

Please please...join hands we get a peacfull transition.

You got that right. When I was leaving Uganda, the Mayor of Kampala was Walusimbi Mpanga.
The TOWN CLERK (city administrator) was OKURUT
The CITY ENGINEER was PMO ONEN
The PUBLIC HEALTH DEPT. was headed by DR KAMLEGEYA
The TREASURER was KILAMA
PERSONAL MANAGER was SSENFUMA

There were no such conflicts as today. Why? Maybe the Government and the Parliament should do something about the role of the Mayor. Start by removing those titles???!

In the DP Lukwago is conflict; In the KCCA, he is conflict
In alliance with FDC he is conflict
Where ever he puts his feet...., conflict!!!

In many cities mayoral posts are indeed ceremonial.  Lukwago can swallow his own bile.
What's the point having a Kampala mayor, CEO and a whole minister responsible for such a small village that's was far from being cosmopitan complex like Nairobi is?
Conflicts are bound to occur in many ways esp duties and of course management of money.

Kampala Lord Mayor, Elias Lukwago, has accused Minister Hon. Betty Kamya, and Kampala Capital City Authority [KCCA] executive director, Jennifer Musisi, of trying to make his office ceremonial and render him irrelevant in City Hall affairs.
Lukwago was discussing additional amendments in the KCCA bill on NBS TV Thursday morning alongside State Minister for Kampala, Hon. Benny Namugwanya.
"This is not the first time my office is fronted," Lukwago said, adding, "it is unfortunate that office of the Kampala minister and the KCCA head [Jennifer Musisi] intend to make the Lord Mayor's office ceremonial."
Lukwago said this pair [Musisi and Kamya] is backed by President Yoweri Museveni.
"They now behave like they are political heads, like they own governance in Kampala," Lukwago said.
According to him, President is trying to have Kampala back to himself yet he last won elections in Kampala in 1996.
"Kampala is the seat of power and the Lord Mayor oversees it. Betty Kamya does not have a role that is why there is a lot of friction coming from her. She is seeking relevance."
Lukwago said according to article 1 of the constitution, the capital city will be overseen by the central government.
"When a political head that is supposed to be in charge of administration is put in charge of governance, where does it leave us?" he wondered.
Kamya has been a target of criticism this week for claiming that Museveni is more intelligent than the entire cabinet and that he should rule forever.
Musisi too has had her own grudges against Lukwago for several years now.
Hon. Namugwanya, on the other hand, said the reason they are amending the KCCA bill is to streamline roles and responsibilities of everyone in KCCA.
"With this amendment bill, we intend to define from where the authority stems from," she stated, adding, "We are not trying to replace anybody neither are we formulating new roles. Governance is left to the Mayor."
