There was drama in parliament this afternoon during the special session to pay tribute to veteran politician and former Kampala Mayor, John Ssebaana Kizito. It all started after Ibrahim Ssemujju Nganda, the Kiira Municipality MP presented a statement on behalf of the Leader of the Opposition, saying the late Ssebaana cared so much about the future of the country.
 

 
He noted that part of the late Ssebana's legacy was his contribution to the constitution. Ssebaana Kizito was part of the 1995 Constitution making process, which put a number of safe guards against life presidency. Ssemujju said the late Ssebana believed in age limit and warned government against amending Article 102 (b) of the Constitution of Uganda to remove the presidential age limit.
 

"It is not surprising that even on his death bed; he was still concerned about maneuvers being done by some regime loyalists to change the Constitution so that President Yoweri Museveni can finally proclaim himself a life president." Ssemujju said. Ssemujju recounted the last interview, in which Ssebana appealed to parliament to resist
maneuvers of changing Article 102 (b).

However, Ssemujju's submission didn't go down well the Justice and Constitutional Affairs Minister, General Kahinda Otafire.
 
He fired back saying the Constitution of Uganda was not the late's property and can therefore be amended whenever the people of Uganda choose to do so.

Earlier on while moving a motion for a resolution of parliament to pay tribute to the late Ssebaana, the Prime Minister Ruhakana Rugunda said that the deceased led an illustrious political and business career spanning over 50 years. 
 
Rugunda noted that the late had participated in the pre-independence struggles, post-independence politics as well as held several key positions in the country.

Dokolo Woman MP, Cecilia Ogwal who served with the Late Ssebaana in the Constituent Assembly (CA) recounted when the deceased was willing to Chair the National Caucus for Democracy - a forum that brought together different political party delegates to digest a number of issues and move as a team.
 
She said Ssebaana's decision to chair the forum was a display of extreme courage since they were operating in a very hostile and militaristic environment.

Ogwal also noted that the deceased was a true Muganda, saying he and 47 others stormed out of parliament when the motion to return to federal was defeated.

 
The Deputy Speaker Jacob Oulanyah noted that whenever people like Ssebaana are presented to parliament it reminds the legislators that the future is brighter than the past.

John Ssebaana Kizito succumbed to a stroke on Monday at Nakasero Hospital, Kampala where he had been admitted for two weeks.
 
Key Responsibilities Held by the Late John Ssebaana Kizito
 
John Ssebaana Kizito was a member of the East African Legislative Assembly from 1967 to 1977 before serving as a Chairman of the National Insurance Corporation from 1977 to 1980 and Member of Parliament for Kampala South Constituency from 1980 to 1985.
 
During his service as Kampala South MP, Kizito served as Shadow Foreign Affairs Minister from 1981 to 1985 and acted as Leader of Opposition in parliament in 1983.
 
When the Movement government assumed power, the deceased became minister of Regional Corporation in 1986, minister of Cooperatives and Marketing in 1987 and minister of Housing and Urban Development from 1989 to 1991. 
 
Ssebaana was a member of the Constituent Assembly representing Makindye East Constituency from 1994 to 1995 and was Mayor of Kampala from 1999 to 2006. The late was President General of the Democratic Party (DP) from 2005 to 2010.
 
Burial Program
 
On Friday, the late Ssebaana's body will be moved to St. Paul's Cathedral Namirembe where the main funeral service will be conducted and later at his State Wide Insurance Company (SWICO) located at Sure House in Kampala where another mass will be led by Kampala Archbishop Cyprian Kizito Lwanga. Ssebaana will be buried on Saturday at Mpande Village, Kalule Parish, Nyimbwa Sub-county in Luweero district
