When dictators stay around so long they inhabit their own universe. Here Mobutu had already been overthrown --he'd already fled to his home village-- and when Mandela presides over a face-saving meeting Mobutu, no longer in charge, says one of his demands was for a transitional authority to organize elections and then he'd hand over "power" he no longer exercised (watch Kabila with his eyes closed).
Mobuty was so weakened with cancer by now that Mandela, 12 years his senior, had to help him stand up. Four months later he succumbed to the cancer.
He had run down Congo over 37 years after deposing Lumumba and handing him to his torturer and killer the Belgian agent, Tshombe.
