PEOPLE OF UGANDA ARE SOVEREIGN
Fellow countrymen and countrywomen, in some countries like the Islamic
Republic of Iran, sovereignty is vested in Almighty Allah.
In others like absolute monarchies of Saudi Arabia and Swaziland,
sovereignty is vested in kings.
In parliamentary democracies like United Kingdom, sovereignty is
vested in parliaments.
In one party systems like China, North Korea, Cuba, sovereignty is
vested in the sole and ruling political party.
In popular participatory democracies like the Republic of Uganda,
sovereignty is vested in the people. They use it directly during
elections and referenda, or indirectly, through their elected
representatives.
According to our constitution, some provisions are amended by
parliament. Like it did with presidential term limits in 2005.
Some provision are retrenched and are amended jointly by parliament
and district councils, like it was done of restoration of Regional
Governments in 2005.
Some are so entrenched that they are only amended by the people in a
referendum, like it was done to restore multi party democracy in 2005.
Some are jointly amended by parliament and the people in a referendum
like the presidential age limits.
According to the Romans, the voice of the people is the voice of God.
Baganda say: Abangi we basonga, ekizimba wekyabikira.

"It is not the people who vote that matter, but the people who count
the vote ".

How can UG be sovereign when it is the President who chooses the
Electoral Commission, (which arranges the election);
The Returning Officers ( who count the votes) and the
Judges (should you care to complain about the voting).

In an election where he stands as a candidate ?

Popular participatory politics?

When the dictator museveni rigs elections you call that participatory
democracy... it is called fake participatory democracy. Can hardly
wait for the dictator life presidency to end.

When we march Kayibanda to the gallows, we shall take Ahmed katergga
along. But we will give him a last second reprieve when the order to
to pull the rope is given and Kayibanda begins swinging. We want
Katerragga to come face to face with death. Then may be he will
realise how evil the regime he has been slavishly supporting is. Mind
you, I would not shed a tear if the executioners fail to follow orders
and Kategergga gets hanged. Kateggega will not be missed by anyone if
he is hanged.

Bobby, no Muslim fears death but hanging me over what? l have never
committed murder and l have never served in any government but l am
entitled to my views and or opinion.
Even people you praise here upon their death, we knew how they used to
dine with Obote and Amin and their killers but you have not condemned
any to death.
So to me, death is no big thing because l have to die any way, but
your day dreams of hanging Museveni when you are voting for his cousin
brother Kizza Besigye or neighbor Amama MBABAZI, L DON'T KNOW WHETHER
TOMORROW THEY WILL NOT TURN AGAINST YOU. PITY YOU.
I was not a C.A. Delegate but l was permanent correspondent and l am
giving what is in the Constitution, which some of you don;t want the
people to know.
