{UAH} Winnie Byanyima NOT recommended by M7 ??

Apart from the Oxfam job;

Winnie Byanyima was appointed by the then UN Sec General Ban Ki Moon to the UN High Level Panel on Women Economic Empowerment in Feb 2016.

(Just before the UG elections)

Before Oxfam , Winnie worked as the Director of Gender Development at UN Development Program In New York

She also worked at the Directorate of Women Gender at African Union Commission.

She currently also serves as member of the World Bank advisory council on Gender and Development. 

She was also appointed to the UN Level Panel on Acess to Medicines - by the UN Secretary General - in 2015.

Could she have got the UN jobs and  the African Union jobs without a recommendation from M7 ?
