DEMOCRATICALLY TRANSITIONAL GOVERNMENT, THE ANSWER
The consensus is growing for a transitional government to next
government, between 2021 and 2026.
It was first promoted by journalist Ahmed Kateregga Musaazi on his
political shows and phone in programs and social media.
It was picked by Prof. Fred Sempebwa when he was on NTV . He was there
one that chaired Constitutional Review Commission and a DP with close
ties with Mmengo.
Then while in past, Dr. Kizza Besigye was for a Transitional
Government headed by a Chief Justice which should be charged with
holding elections,
Over the weekend, he changed and talked of a transitional government
where himself and President Yoweri Museveni are part.
While the moderator wanted a transitional government where the likes
of President Yoweri Museveni and Dr. Kizza Besigye are not part,
Besigye insisted that the two were the principle main stake holders,
who should be part of the transition.
However, Besigye still feared elections. He wanted the Government to
be set up from stakeholders, and a civil society, religious
institutions, traditional institutions, political parties model which
should form a national conference.
Doing away with elections will be tantamount to a coup against the
constitutional order of Uganda which has been in existence since the
promulgation of 1995 Constitution.
This was first raised by Bidandi Ssali and Mutebi Kityo in 2005 but it
was dismissed as seen as personalized to President Yoweri Museveni.
However in Namibia it was done, when the main body of the constitution
remained intact and the founder president, Sam Nujoma was allowed to
seek a third term as part of transition.
A democratically elected transition is not new in Uganda. The 6th
parliament was transitional from NRM/NRA Government formed by Legal
notice No.1 1986 to 1995 Constitution and it did well.
Even 8th parliament was in one way or another, transitional from a
Movement system to multi party system. Regional Governments were also
supposed to be experimented. Hence, the justification for a third term
for President Museveni.
So the combination of all these, justify another democratically
elected transition where Historicals and veterans are supposed to hand
over power to the new generation. Even regional governments are
expected to be operationalized.
This will also silence noisy historiacals and veterans who want the
President to name a successor or name one of them, when well aware
that Uganda is a republic and even NRM is a republican party.
