MPIGI. Officers from the Police bomb squad and flying squad yesterday sieged the home of mother-in-law of Dr Aggrey Kiyingi, an Australian –based Uganda cardiologist, where they conducted a cordon and search operation.

The home is located in Nabusanke Town in Nkozi Sub-county, Mpigi District along the Kampala- Masaka highway.
Hajjat Rehema Nankumbi Kasibante, who is also Kabaka's deputy chief in charge of Mawokota County, was at home at the time police carried out the search.
In an interview with Daily Monitor, Hajjat Kasibante said police surrounded her home at 8:00pm on Tuesday evening and kept vigil at the place until Wednesday noon.

She says she didn't know the motive of the siege.
"Someone in police uniform ordered me to open the gate and I refused because it was dark, but in the morning, I woke up to see a group of armed men in both civilian clothes and police uniform moving around my home," she said moments after police left her home .

Dr Kiyingi is wanted by government over his alleged involvement in subversive activities and killings of Muslims clerics, allegations he has vehemently denied.
A couple of years ago, police arrested his sister in-law Ms Aisha Nakasibante linking her to the killing of Muslim clerics and she is currently facing trial.

Mr Abraham Betongyeza, the Katonga regional police commander says orders came from "above" to seal off Hajjat Kasibante's home and search some items including explosives that could cause insecurity in the area.

"We had received intelligence information that explosives from abroad through Mutukula border were kept in her house, so we acted fast to prevent them being taken anywhere, but we acted on wrong information because we have recovered nothing," Mr Betongyeza said.

During the 15-hour siege, police could not allow family members to move out of the home and other relatives and friends who were outside, were blocked from entering the premises until the operation ended on Wednesday afternoon.

"We appeal to the public to continue feeding us with information about security concerns and we promise to act immediately. We shall not arrest her, but our investigations are still going on." Mr Betongyeza added.

Daily Monitor saw a copy of a search certificate signed by a one deputy assistant Inspector General of Police Pamela Ajilong concluding that nothing was recovered from Hajjat Kasibante's home.

"There are some people in security who want to cause problems to me. I have no explosives in my house and I cannot engage myself in subversive acts as they want the public to think. I don't know whether their (police) coming here is connected to imprisonment of my children. Do you know that up to now I don't know why my children were imprisoned?" she asked.

According to Hajjat Kasibante, in addition to Nakasibante who has been in jail for over two years now, two of her other children Yusuf Ssentamu and Muhammad Karoddo were also recently imprisoned over several charges including treason and illegal possession of narcotics.

She added: "I will not stop talking to my son-in-law (Dr Aggrey Kiyingi) just because he has disagreements with the government. Do they want me to force my daughter to divorce him?" she asked.

Yesterday, Dr Kiyingi posted on his facebook wall, wondering why Hajjat Kasibante's home had been sieged by police yet she committed no crime.

"No reason has been given and the soldiers are threatening to arrest her. Mrs Kasibante is not political and has not committed any crime. It should be remembered that her daughter, Aisha Nakasibante has been in prison for over 2 years without trial. This is harassment and family persecution. If Museveni has issues with Dr Kiyingi he should settle them with Dr Kiyingi and not go after Dr Kiyingi's wife's family," he said.
Dr Kiyingi is particularly accused of having a hand in the murder of the two Muslim clerics; Sheikh Mustafah Bahiga, of the Tabliq sect and Sheikh Abdul Kadri Muwaya who was heading the Shiites in Uganda.

According to documents before court, Dr Kiyingi through his Federal Alliance rebel group recruited and offered logistical support to former ADF rebels. The state says the hired hit-men murdered the two clerics.

It is alleged that he was exploiting the differences between Muslim groups to accomplish his mission. The documents add that Dr Kiyingi did this to cause hatred against the NRM government and had plans to contest for presidency last year.
