Our minds are our only reference point for interpreting the world around us. As a result, we have no choice but to infer intelligence and rationality in the world we perceive as long as we assume we have intelligence and rationality.
The atheist assumes their own intelligence and rationality (rightly so), but then takes a leap of faith by asserting an unsubstantiated dichotomy between what they perceive and how they are perceiving it.
In other words, theists have grounds for their inference, whereas atheists do not.
