{UAH} RWANDA-UGANDA BORDER DE-ESCALATION

If we say the Rwanda military shooting incident happened on Ugandan territory, it indicates that there was not the slightest deterrence, even just a simple unarmed Uganda police foot patrol presence, that could have made the Rwandan soldiers first think for themselves before stepping across the common national boundary. This insecure situation persists despite clear border tensions for over two months, known increased smuggling since the border closure, and the unmistakeable increased military presence on the Rwandan side.
Furthermore, on top of the Ugandan complacency, the African geniuses in Kampala have not tried to at least secure Ugandan territory, persons and property by proposing simple public safety de-escalation measures like a demilitarized zone of a few kilometres on both sides of the border, and/or joint police patrol units with Rwanda inside that common demilitarized zone. 
May the souls of the two persons who lost their lives Rest in Peace.
