Corruption in the Office of the Prime Minister, poor social services and limited press freedom, were the President's areas of failure last year, the Africa Leadership Index shows.

The latest Africa Leadership Index report has graded President Yoweri Museveni as having performed poorly in 2012 in matters of governance.

The report, which describes President Museveni as a long-time ruler and veteran guerrilla commander, gives him an overall score of D in Africa behind Tanzania's Jakaya Kikwete who scores "C" making him the best president in the East Africa region.

Rwanda's Paul Kagame scores "D+", Kenya's former President Mwai Kibaki scores "D", while Burundi's Pierre Nkurunziza scores outside the main categories of A,B,C and D therefore being placed in the "ICU" (Intensive Care Unit) category. Africa Leadership Index, an aggregate on all major indexes that cover Africa, is a tool for governance-tracking of African leader's developed by Nation Media Group's Africa Project.

The tool weighed indices include the Mo Ibrahim index, the democracy index, the press freedom index, corruption index, Human development index, and the Nation Media Group (NMG) Index. President Museveni is ranked 19 in the Mo Ibrahim Index while Kikwete is ranked 10 in the same index. Kagame is ranked 23, Kibaki is ranked 25 while Nkrrunziza is ranked 37 in the Mo Ibrahim index.

In all the indices, President Museveni scored low especially on the Human Development Index and freedom of the press, which is categorized as "partly free", hence being categorized in the "D" category together with former President of Kenya Mwai Kibaki.

The report highlights the graft scandal in the office of the Prime Minister's as one of President Museveni's failures last year. "2012 was an embarrassing year for Museveni's government. A scandal where $18.8 million worth of donor aid was stolen from the office of the Prime Minister leading to the EU, the United Kingdom and other countered to suspend up to $200 million promised in budgetary support each year up to 2013," the report reads in part.

President Museveni's best moments of 2012, the report says, are the Golden Jubilee celebrations when Uganda marked 50 years of independence from Britain, the discovery of more commercially viable oil deposits that brought the country's total known reserves to 3.5 billion barrels, and Uganda's leading role in the stabilisation of Somalia where it leads the African Union contingent battling Islamist al-Shabaab rebels.

Opposition politician, Mathias Mpuuga said the results in the report vindicate the oppositions' long held view that if the country doesn't sort out the governance conundrum, then the country is headed for disaster.

However, newly appointed minister for information and national guidance, Ms Rose Namayanja, poked holes in the report, saying the index ranks African heads of state yet each African country has different political and governance systems.

"We all have different a backgrounds and you cannot rank Uganda with the same methodology like South Africa and other developed countries on the continent," she said. "Given our political background, we have made enormous strides in all development and political aspects and we are continuing to achieve success. I doubt if Tanzania has ever gone through any political instability since independence like we have done."

Methodology used in ranking

Leaders' grades were derived from how they placed in 5 respected international indices of governance plus the Nation Media Group political Index. Their scores in these indices were weighted then combined to produce a score on 100.

The best governors placed closed to 100 and the worst to 0. The scoreboard heavily rewards consistency.
If an African leader scores very highly in one or two, but poorly in the rest, he/she will end up with a dismal overall grade. A consistent score across the board, on the other hand, will place him/her highly in the overall standings. The indices were weighted as follows:

Yoweri Museveni
Political history. Long time ruler and veteran guerrilla commander. He began his career as an intelligence officer in 1970 before becoming a guerrilla to oust Idi Amin from 1972 to 79. He continued to fight Obote after the alleged flawed 1980 polls.

Success 2012
Uganda held its Golden Jubilee celebrations in Kampala in 2012. Uganda oil prospects became brighter after an additional one billion barrels of oil were discovered in the late 2012 pushing the figures to at least 3.5 Billion barrels. Uganda continued to play a leading role in the fight against al-Shabaab.

Failures
2012 was an embarrassing year for Museveni's government. The cuts are expected to slow down economic growth.

Moment of the year
In December, attempts by the Uganda Young Democrats, an activist group, to hold a birthday party at Nyendo taxi Park to celebrate President Museveni's 75th birthday were thwarted. Police moved in 20 minutes after the celebrations began and fired tear gas to disperse the group. The group claims Museveni has shaved some years off his actual birthday.

Jakaya Kikwete
Political story. A military officer who rose to the rank of a lieutenant-colonel, he was intelligence chief before turning into politics and served as Tanzania's foreign Affairs minister from 1995 until 2005.

Success in 2012
Following earlier natural gas deposit discoveries, Tanzania discovered some eight trillion cubic feet of offshore gas fields in Songo Songo, Mnazi bay, Mkuranga Kisiwani North and Ntorya areas fueling hopes that Tanzania could become a giant gas producer. In 2012, Tanzania migrated from analog to digital TV broadcasting in line with the December 31, 2012 deadline it had set.

Failures
President Kikwete's approval rating is said to have dropped by 19 points in the past four years, according to a survey conducted by research for development, due to increasing reports of high level corruption.Moment of the year
2012 was punctuated by a border dispute with the southern neighbour Malawi. The dispute first came up in the 1960 but resurfaced last year when Malawi gave a British firm, Surestream, exploration rights for oil in the lake.

Paul Kagame
Political story. He fled an ethnic massacre in Rwanda in 1959 with many fellow Tutsis to the Gahunge refugee camp in Uganda. After serving as a military officer and fighting along side Museveni in the 1980 -85 war, he took power in Rwanda when Pasteur Bizimungu was deposed in 2000.

Success
Kagame continued to try to make Rwanda attractive for foreign investors. That was helped along by a law that gave investors doing business in Rwanda and employing more than 200 Rwanda staff a five per cent tax reduction on their profits. The World Bank's doing business 2012 report named Rwanda the third easiest place to do business in sub-Saharan Africa.

Failures
A confidential United Nations report leaked to the media in 2012 alleged that the Rwanda government was involved in the conflict in Eastern DR Congo and that it was backing the M23 rebel group. Consequently, Britain, the US and the Netherlands and Germany among others suspended aid to Kigali.
The jailing of Opposition politician Victoire Ingabire fed into criticism that Rwanda is continuing to stifle democracy.


Moment of the year
Despite negative press Rwanda received for its alleged backing of the M23, it still went on in late 2012 to win the UN Security Council seat for the term 2013-2014 which enjoyed the unanimous backing of the African union. It had last served on the council in 1993-94.

BURUNDI
Pierre Nkurunziza
Political history. Was a university lecturer until the outbreak of the Burundian civil war in 1993 when he joined the rebel force for the defence of Democracy as a soldier after the army attacked its campus. He later turned the rebel group into a political party.

Success in 2012
Following the growth of Burundi tax revenues since joining the EAC, the country's revenue authority has vowed to widen its tax net to begin taxing professional income. This source of income will be a small relief to the country as 50 per cent of its budget comes from international donors.
Burundi's troops in the Amisom, Somalia continue to play a critical rule in defeating the last pockets of the AL Shabaab.

Failures
Burundi was ranked the most corrupt country in East Africa Community by transparency international's corruption perception index for the second year in a row. It also emerged that alcohol consumption was destroying the tiny country's youth with a report claiming that 53 per cent of Bujumbura youth consumed alcohol before age 13 and 24 per cent of them consumed alcoholic beverages regularly.

Moment of the year
EAC officials reported that exports from Burundi to EAC had risen 15 per cent since it joined the bloc in 2007

Mwai Kibaki
Political history. Veteran Politician who helped push for Kenya's independence in the 1960s

Success in 2012
There was a concerted effort to clean up the Kenya judiciary. The vetting of magistrates and judges by the judges and magistrates vetting board commenced in 2012 and was seen as a step forward as the public had over time lost faith in the judiciary over corruption. The clean-up saw a number of senior judges declared unfit. Kenya also emerged as one of the innovators in new technology.

Failures
Internal security remained vulnerable in 2012 in most part due to sporadic terror attacks, some connected to Al Shabaab. Incidents included hurling of grenades and other explosives in parts of Nairobi and North Eastern Province that killed at least two dozen people and injured hundreds.
Youth unemployment remained high at over 60 per cent.

Moment of the year
Kenya defence forces, Amisom (AU Mission in Somalia) forces and Somali National Army took control of the al -Shabaab controlled port, Kisimayu in late September. The City was al-shabaab's last stronghold.
