{UAH} 20 YEAERS OF KABAKA'S CORONATION

Forumists, 20 years ago, l was at Naggalabi Buddu covering the coronation of Kabaka ROnald Muwenda Mutebi ll. We had spent a night there and we eyewitness the olutalo lw'ebirumbilumbi mock battle between the prince and Omutaka Semanobe. l was one of the lucky journalists to cover the event right from May up to the climax. The other important item l covered was the promulgation of the new national constitution on Sunday October 8th 1995.
20 years later the kingdom is still cultural (Ssaabatakship) despite the fact that it is both culttural and political. It depends on hand outs.
l sincererly believe, that, we should reluctantly, accept the Regional Government as provided for in 1995 Constitution as ammended in 2005 which was a result of negotiations between a central government team led by the President, the then Defence Minister Amama Mbabazi and the then Internal Affairs Minister Ruhakana Rugunda, on one hand, and the Buganda team led by the then Katikkiro Joseph Mulwanmyammuli, the then Attorney General John Katende, and the incumbent Katikkiro Charles Peter Mayiga.
We should have a Katikkiro with political power who does not onl;y wish but also acts. We should have a Lukiiko with powers to make laws and enforce them.
Yes, there are loopholes in the arrangement, but had we experimented it in 2006, by now we would have filled loopholes, as the rest of the country was yoning for it.
