And he has done his homework extremely well. Aboard Airforce One are more than 100 savy and successful American businessmen who know the art, trade and politics of cross border deals very well more than Africans who trade and run businesses on the African continent traveling with him!
This is how the bill will be paid in five years:
$3 billion will go to the Americans to do what is called feasibility study and this is done in the following stages: (1) Pre-feasibility study (2) Detailed study and finally (3) analysis and writing a comprehensive report to be given to the State Department and African governments.
It will take about a year for both sides to study, understand the report before making decisions. Of the 5 year plan, two years are already gone, American experts on Africa flying back and forth and staying in the most expensive hotels in Africa one can imagine. Hotel managers such as Africana in Kampala are smiling. By the way, our beloved country Uganda is one of the first five slated for the pilot years. Prime Minister Mbabazi is now preparing to open a new bank account at Eco African Bank under the name "Kamunye atuse"
Year three will be spent looking and shopping for the right electric toys in the Mid Eastern states of America...Since Republicans are not involved, Texan cowboys have already kissed the Obama African Bill goodbye...it is not a bipartisan bill. So, they will not see a penny in Governor Perry's bank account. This season of shopping around, will waste about $1 billion of the 4 left.
If by luck they find the right toys, shipment and packaging may take a good chunk at that stage American international shipping companies are laughing up to the Bank of America or Wells Fargo.
Now remember only $3 billion is left. Time for the African vultures to descend because the lions have already taken their fair share of the kill and now licking their lips in the Bahamas enjoying the beach and watching Bob Marley's rastafari left over gilrs in Bikinis. While poor Africans in my village of Kapeka continue to burn grass so that they can see where their beds are at night. They have no clue than only 4 years ago, on their behalf American gave $7 billion dollars to electrify their bed rooms so that according to Maya, their children can also read at night using umeme and not tadoba.
At the end of year five, Obama will be long gone, busy setting up his Presidential Library in Chicago and giving Public speeches pocketing millions and could care less whether his Electric Bill changed lives in his father's birth place of Alego. To crown it all even the pro Obama African electric supporters will have disappeared in thin air saying "Azuru" we tried, but with Africa, as always, the more you try, the more things remain the same. And Mulindwa and I will have the last laugh: "Twabagamba" (We told you so).
