{UAH} Are donations to public officials personal property?

The Public servant Mr. Tamale Murundi recently boasted about people donating cows to him because of his excellent work for the president.  He named the figure of the cows as approaching 100.  Are gifts given to public officials in the line of work, personal property?  I seem to remember a late Gen Kazini being asked to pay back such donations!  Who's duty is it to look into this? Can he assure Ugandans that Mr. Murundi is not breaking the law?
