President Yoweri Museveni has said government has succeeded to implement various development projects and ensured that the country is secure and peaceful due to its good prioritization policy.
He said government has rebuilt the economy and raised tax incomes from sh5billion in 1986 to over sh9trillion per year today.
"When NRM came to power in 1986 the national economy had collapsed as the industries were nonfunctional. This led to a poor tax base which hampered the development process. The problem we have is that people forget very quickly.
"When we came in, there was no sugar, no salt, soda was smuggled from Kenya and beer from Congo. There were no industries to get taxes from to implement any projects. The tea plantations here were bushes," he said.
Museveni was on Wednesday addressing civilian veterans in former NRA operational zone at Kateebwa Primary School, Bunyangabu County in Kabarole District when he met the Veterans as part of his campaign to reinforce the fight against poverty among households among veterans.
He said government could not implement all the programmes at once because it does not have all the resources.
"How could we implement all your demands without money? Jesus turned water into wine for all the people to drink but I am not Jesus. I am a son of Kaguta you all know me and I can't perform miracles.
"It's hard work that can get things done while we wait for Jesus to return," he said.
He explained that when government started getting some money, it invested in projects that benefit all Ugandans including veterans such as UPE and USE, ending the ADF war, immunization for all children against killer diseases, peace and security, roads and electricity.
He assured the veterans that while some of them had received their benefits, all claims will be fully settled by government during the 2014/ 2015 financial year.
He urged the people of Kateebwa, Bunyangabo Sub County in Kabarole and Rwenzori sub region to cultivate apples and other fruits to feed the international market as part of the strategy to eradicate poverty from their homesteads.
He said that the development of infrastructure without addressing the issue of income at the household level was insufficient.
Museveni announced the appointment of Lt. Col. Philip Mugarura as the commander of Kateebwa zone in the poverty eradication strategy and would be assisted by Major Ronald Rubale and Major Swaibu KamunyongeTembo.
He pledged a donation of sh50 million for the Kateebwa SACCO.
The President tasked the UPDF officers to promote seeds for coffee, fruits, bananas, rice and tea. He pledged to provide brick making machines to ensure availability of low cost bricks. He added that the Government is to construct houses for the elderly.
President Museveni commissioned the Kika Farmers Association Coffee factory and pledged a Fuso truck to the Association to enable it run the coffee factory.
He also commissioned the Seventh Day Adventist Church in Kateebwa Sub County, Bunyangabu County in Kabarole District. The Church is historical and significant in the people's liberation struggle as it served as a sick bay for the injured combatants between July and September 1985.
The late Dr. Ronald Bata is reported to have treated the freedom fighters at the Church. Close to the Church is a grave of 10 fighters who succumbed to their injuries.
