Story of Persistent Suggestions of IGP Gen Kale Kayihura Heading for Allen Kagina' Seat at URA with the tax lady taking up the National Oil Authority Top Job While KMP Boss Andrew Felix Kaweesi Takes over Police Helm

Hot talk in State House corridors suggests that President Yoweri Museveni is toying with the idea of unleashing his loyal cadre Gen Kale Kayihura as the new Uganda Revenue Authority (URA) boss when madam Allen Kagina's term runs out in October.
According to sources privy to the sieving, the indefatigable and incorruptible Kagina is slated to become the first boss of the National Oil Authority.
There is also suggestion that the Commander-in-Chief (CIC) is weighing up Kampala Metropolitan Police (KMP) boss, AIGP Andrew Felix Kaweesi to see if he fits the shoes of Kayihura, whose contract is meant to end in October next year.
However, we have been made to understand that the CiC is facing a lot of pressure from his generals who think, it would be politically naïve to put a policeman without military background, young and with few years in practice, at a time when generals are challenging for political space and causing all tribes of problems.
We also understand that Kaweesi harbors political ambitions. He reportedly wants to stand in one of constituencies back home in Lwengo, Masaka district.
Kagina's Strong Points
She is an unquestionable loyal cadre of the NRM and President Museveni. This is one of the factors that the President emphasizes while giving such sensitive jobs as one to do with the strategic oil resource.
Incorruptible
Kagina has proved to be clean. Not even those so much opposed to government such as Dr. Warren Smith Kiiza Besigye Kifeefe, Dr. Olara Otunnu have ever raised a red flag against her in this regard.
Though, she heads the tax body, no one in business has ever accused Kagina of taking a bribe from them let alone demanding for one. On the contrary, she has made life a living hell for tax defaulters, including tycoons, government officials and even top soldiers.
So uncompromising Kagina has been, she has even closed business premises and threatened to even attach buildings for people that she believed had skipped paying taxes.
Nonsense
She has even had the stomach to disregard the President's directives. The recent such directive involved the Pioneer Buses whose god-fathers had approached State House pleading that they be excused from paying the Shs8Bn tax. Mindful of her obligation to respect the President, Kagina told her boss she can only allow the Pioneer Buses' owners to look for the money and pay in installments, but refused to have their buses released. And she prevailed. The buses are still parked at Namboole.
Friend's daughter
Inside sources tell us that Kagina's dad was a good friend to President Museveni who helped him in his bush war struggles. Museveni has been known not to forget children of his friends and so, it would not surprise us when he elevates Kagina to that big National Oil Authority.
Oil
Museveni calls it his brainchild. He has talked of how he discovered the oil while the Obotes simply walked on it as poverty ravaged the country. When the oil bill came up, Museveni delayed the all-important trip to Russia and stayed around to make sure the resource was managed by the Energy Minister on whom he has immense control.
He made sure every NRM MP and minister turned up in Parliament to vote according to his wish. He made sure that no minister literally left the House. The son of Kaguta assigned Youth Minister Ronald Kibuule to take roll call for the NRM MPs and ministers and brief him from time to time what was obtaining in parliament.
After getting his minister in charge of oil, it's a given fact that the President would want to place a person he can be sure to control. And Kagina comes in handy.
Experienced
Kagina has earned a lot of experience and clout from her excellent steering of URA. This will come in handy when it comes to the President giving her yet the big and nascent oil sector.
Hard work
She rarely gets time to party. She is ever on her job thinking of new ways of filling the national treasury to overflowing capacity. Given reports from Nakawa that talk of increased tax revenue, Kagina must be in the chief employer's good books. That Museveni has openly expressed his hatred for people who spend a good part of their lifetime in bars, instead of working, is another credit for the tetooler Kagina.
Gender balance
That Museveni is a midwife to gender balance puts Kagina even in the lead in the race to take up the National Oil Authority job.
Kayihura Case
That Kayihura is Museveni's blue-eyed boy needs no argument. He is loyal cadre to the boot. Period! He has done his assignments to his boss' satisfaction, wherever he has been deployed.
Been there before: Kayihura is no stranger to the tax collection business. He is credited for having fought tax defaulters while he headed the Anti-smuggling Unit. He did quiet a good job which saw many smugglers put out of actions and many smuggled goods forfeited to the State and sold off.
War general: He fought in the bush war that brought the NRM to power. He was political commissar at one time and worked in State House which is another good point for him.
Police job: Kayihura has helped maintain civility by beating down demos, thereby preserving his boss Museveni's government in power. How much more can the President pay back, than giving Kayihura the URA job?
Workaholic: Kayihura is ever working. He is ever watching over trouble causers to the extent that he has placed a literal police post at demonstrator's captain Dr Besigye' Kasangati home. So he has no queries to negotiate when it comes to hard work.
Clean: When he headed the anti-smuggling unit, Kayihura gave them no chance to tempt him with money so he could let them wreck havoc. Those who tried ended up in jail. Even in police, Kayihura has not been accused of taking tribes. Not even the terrorists' big dime could sway him.
It' these foregoing strong points that pries feel he fits in well with suggestions from State House that Kagina and Kayihura are set for bigger offices.
Though we still doubt the rumors that Museveni can give Kaweesi the Police head job. But you never know, Kaguta wants to throw surprises. Who knew he would ever appoint a school principal, Cosmas Adyebo a minister? We just have to wait and see how it turns out.
