{UAH} How Did the EC Choose a "Winner"?
Dear members of the EC,
As a member of UNAA, I would like to know how you reached the decision to announce Mr Wakou as a Council member. On Sept 1, you announced that Mr Wakou and Mr Abe were tied with 13 votes each. The next thing I heard was that he was on the Council. So I looked at your web link and saw that you mention that Mr Abe had pulled out of the race against Mr Wakou. Though I do not live in that region, if he serves on the Council, he makes decisions that affect me too.
I am not aware that you had announced new elections for that region and several questions come to mind:
1. Did you ever announce a new date for elections?
2. Would other candidates from that region be free to join the race?
3. If other candidates would not be free to join the new elections, why not?
My understanding is that if a candidate pulls out of a race, the remaining candidate still faces the voters (the election still goes on). On election day, the EC would then announce that the remaining candidate has won unopposed.
4. Why didn't this normal process apply in Mr Wakou election?
5. Since there were no elections that Mr Wakou won, was he a direct appointee of the EC?
6. Does the EC have the authority to appoint Council members?

p.s this is in no way meant to question the ability of Mr Wakou to serve on the Council and it is NOT intended to be part of the on-going conflict between the BoT, Council and the Executive.
