Fellow country men, plot 44 Windsor Crescent Kololo has been donated away/ read sold off read/ stolen.

This building was built by Dr Apollo Milton Obote to house Special Branch of the Police Force.

Special Branch was an intelligence arm of police that handles political crime inclusive of terrorism. 

The building has hitherto been housing the Police Anti- Terrorism Force.

According to my intelligence source, the Hon Minister in charge of promoting Rape, initially brought in Chines to buy it. 

The Chines refused to purchase and instead offered to pay in shares. 

The characters involved in this grab wanted cash mbu to pay school fees.

The Rape Promotions Minister( RPM) then brought in the current Indians.

Note. 

That the Chines and the Indians in issue who I'm sure were never vetted by Internal Security Organization accessed and did due diligence of the building in issue when our anti terror police unit was still housed in that facility. 

That would mean the Chinese and Indians in issue were able to scan our undercover officers and equipment used in tracking terror.

Our anti terror officers are destined to be housed in stores and garages and police will have to purchase and deploy specialized cats to secure classified documents from being ravaged by rats.

Insurgents who operate in urban settings are well equipped with modern communication and attack equipment. 

You need good equipment and facilities to house the said equipment and well trained and specialized personnel to handle them. 

This in the best case scenario would facilitate you to intercept and destroy insurgents either at their point of assembly, their lines of advance, their attack venue its self, when they are in defense after the attack, their lines of withdraw, assembly and defense after the attack before they disperse and or to harvest them after the crime and bring them to justice.

This thus means that our officers work place should be fairly convenient at least for the sake of the specialized equipment they use.
Was Dr Apollo Milton Obote a fool to build such a facility for Police Special Branch?
I think not.
I suggest that its our Genetically Modified Generals( GMGs) who on failing to realize my narrative who are foolish.

They are so foolish that they fail to care about the safety and well being of those who secure them.
