{UAH} This M23 is not serious

In January, the M23 had presented a series of political demands. The rebel movement had specifically requested the establishment of a National Transitional Council to replace all the institutions of the DRC until the new elections, alleging "massive fraud in the presidential and legislative elections of 2011" and castigating "malfunction of the Independent National Electoral Commission (INEC) and the Supreme Court of Justice (CSJ)."
