I have said it b4 and I will say it again-do you have to wait for the Central government to help you get out of a sewer? The blame as far as I am concerned is that there is no  local community spirit. We have heard of gazillions of money poured into a lot of projects in different parts of the country-and The North seems to have had a lions share. The problem on this forum in most cases is that some members have real "blinders" and will not put it the way it is-ie that the enemies of the people in areas like Gulu and,Kitgum are the sons and daughters  of the soil-MPs,local politicians etc. Going to ICC as  Ogwapiti suggests is laughable and real political posturing and also shows how we have not progressed in many ways. A good lawyer will ask Ogwapiti-" what have you done to help this community?' and may probably add " or you have been pissing and shitting in the drains with abandon and dumping Buveras in the sewers? To which Ogwapiti will sheepishly  answer -I don't know- The good old lawyer will say"no more questions"

Kitgum-Gulu Road: Yoo Kigum pe kilaro to Yoo Kitgum pelare.Let the people petition the ICC on the state of this road to hold the leaders accountable. This can be described as "Committing Crime against Humanity" by denying people the right to enjoy the social services they deserve.

Ministry of Roads and Transport has the largest budget share of over a trillion shilling and Olwiyo-Anaka-Goma-Gulu-Kitgum road has been mentioned for over three years in a row for tarmac but nothing done on it todate. Only section from Olwiyo to Anaka is tarmarcked and I was informed Nwoya Local Govt pushed hard for it themselves and got it done. With the deep silence in the corridors of power in Gulu and Kitgum, expect nothing unless the CSOs swing into action with local citizens to compel Central Govt to action.
