Dear Comrades
Please, if we are serious with zero tolerance to corruption, action should be taken action the former Permanent Secretary MGLSD. This will send a deterrent message to other Permanent Secretaries who fail to perform duties expected of them as laid out in Government laws and regulations.
Please, if we are serious with zero tolerance to corruption, action should be taken action the former Permanent Secretary MGLSD. This will send a deterrent message to other Permanent Secretaries who fail to perform duties expected of them as laid out in Government laws and regulations.
The former Permanent Secretary MGLSD failed in her duties as accounting officer as required by the Public Finance and Accountability Act 2003 and its accompanying regulations of 2005 and 2003.
She neglected her duties and had omissions that resulted into non-payment of the rent at Norma Gallery over the years. The current Permanent Secretary is now trying to collected the rent yet she should have done that over the years. What explanation can she give for breaching the law and regulations in place?. Is she was incompetent to do her work, that is still an offence.
She therefore caused financial loss to Government during her period and if the current Permanent Secretary was not brave, that money would have been lost for ever.
I therefore call upon all of us comrades under zero tolerance to corruption, to study the Public Finance and Accountability Act 2003 with its regulations of 2005 and 2003, the Anti-corruption Act 2009 and the Standing Orders 2010 and take action accordingly.
We should walk the talk by ensuring we mean zero tolerance to corruption.
Uganda should not pretend to fight corruption with zero tolerance yet people do wrong things contrary to the existing laws and regulations with impunity.
In the developed world, she should have resigned by now because that has exposed her incompetence in managing public resources. For all those years what was she doing at the MLGSD?
I hate people pretending that they are fighting corruption and yet there is a lot of cover up.
Please lets act now and let me know of the action taken in the spirit of transparency and serious in the fight against corruption.
