Minister Defies Checking Procedures and threatens to beat up Police officers.
The minister of Justice and Constitutional Affairs General Kahinda Otafire,yesterday evening at around 8.00p.m, lost his cool and SPAT OUT FIRE OF INDISCIPLINE, as he refused to under go a checking procedure which everyone is subjected to including the diplomats accredited to this Nation.He hurled insults and shouted at the police officer who had requested him to come out of the vehicle and his children to allow the Police and security guards of ultimate security company to check his car,at the entrance of Nakummat super market. The young Police man who was holding a Dog insisted that his car must be checked and that, he was following orders ..
The Furious General shouted at the Police officers and the guards to the amazement of onlookers who had now gathered into a crowd and those who were waiting for their turn to be checked. ' I am General Otafiire,don't you know me you stupid Police man? I have fought many battles and wars,I will also fight you.Don't you have respect you fools? I am the minister of Justice in the Republic of Uganda.Is it because you are holding this dog you fool.Why don't you respect me. Amuka nyinyi wajinga Pumbavu" (wake up you fools stupid)
He directed his driver and the vehicle sped off in the parking yard of Nakummat. Was this another battle won by the General that he was going to add on his credit? Every body marveled at the conduct of the Honorable minister of Justice and constitutional Affairs ,the man behind the enforcement of law and order, ,Justice to all and a decorated General of UPDF and war historical of the National Resistance Movement Government,which claimed to have gone to the bush to fight and restore law and order.One would really wonder whether this is part of the restoration of law and order.The conduct of this minister left us asking ourselves what has happened to our leaders in the country today.
I want to salute and encourage the young police officers and their youthful DPC of Jinja Road Police Station who came in at short notice, and was overseeing those who were manning the checks physically, to continue to be vigilant as they carryout their duties without fear or favor.Thank you very much Uganda Police for the high degree of discipline you displayed in the face of an indiscipline, discouraging and erratic leader
.Next time do not let him go away with it disarm him and make him sit down or frog march him for defying lawful orders.What example is this minister showing his children,who were with him in the car?? Won't these children tomorrow do the same to him , the Police officers and other people? Honorable minister,Mp for Ruhiinda and Rtd General apologise to appointing authority, the citizens of Uganda and the members of the entire Uganda Police Force ,for your unfortunate and unbecoming manners you displayed in the public.Take courage and resign like when you drew a pistol and put it at the head of the wife of one of the ministers in the government some years back..Let us see if you still profess for clean leadership.Uganda Police Force ,continue TO DO THE RIGHT THING.
Just a few weeks ago, we heard the Minister in charge of the youth Affairs,issuing a statement that drew uproar from rights activists and women groups,when he justified rape in one of the functions he was officiating in South Western Uganda.He also gave a directive to the Police to ignore the women who dress indecently, who go to report rape cases to Police stations.He later denied having said this in parliament.
Another one is a minister of Ethics and integrity,who was mentioned in a case where one citizen of Kaabong was way laid and beaten left for dead.He later denied that he was involved in this incident.But those who beat up this young man were warning him to keep off Father Lokodo' constituency and do something else,according to the news papers reporter.
About two months ago,there was a disagreement between the IGP and minister of State for lands over land in Kayunga .The all powerful minister of state warned the IGP not to interfere with her work.She told him to keep off as her office does not take instructions from him.We later came to learn that they reconciled before the appointing authority.The Police was requesting her to follow the legal procedures,which she did not want to do.How then was she going to streamline land issues ,leaving the Police behind?
Recently,we heard of another war Brigadier General, who defied a court order and went to the papers warning the Police,that they will see fire if they dared to evict him from the house he has been occupying for the last 22 years. To him that was enough evidence to p[rove,that he owned it,and that he had just applied for the title from Buganda Land board.
The Police in this case looked for the assistance of the military to cause eviction of this Brigadier General who was defiant and refused to obey this court order.
This same Brigadier General,had earlier this year ,interfered with the Police investigation on Mityana road,where it was alleged ,that there were some people who had been buried on that land after being scarified by the owner. The Brigadier General went to the farm armed to the teeth,to stop the police who were carrying out the exhuming exercise.Does being a brother,cousin or relative of a senior government or military personnel,exonerate a person from being checked,investigated,prosecuted or make them to be above the law? This General had vowed to fight the police,until they called off the exercise.Are the Generals above the law?Again I thought one of the main reasons to wage a bush war,was the restoration of law and order? What was this now,was he helping police to enforce it? He went away with it and vowed to crash the youthful Kampala metropolitan Police Commander.
The untouchables in our society are becoming many.As we have super ministers who were implicated in corruption scandals,who were suspended from parliament under the resolutions made by other members of parliament.Today we see them in full position of ministers,even after these scandals as if the country has no other able people to to perform those duties effectively.
There is another issue of a permanent secretary,who was supposed to be the overseer of the OPM (Office of the Prime Minister)funds that went missing to the tune of 50 billion shillings, meant for the people of northern Uganda who had been in war for twenty years.) He was instead transferred to another ministry.,where he is clashing with another General,who is an anti corruption advocate over the Nommo Gallery premises.
In the mid nineties,there was a permanent secretary who was in the ministry of agriculture called Professor Senyonga.He was implicated in loss og government money to the tune of 600 million shillings by then.He was convicted for five years after staying on remand for two years in Murchison Bay Prison ward( A.) and later was working in the printing press of Uganda Prisons. Later on he received a presidential pardon after two years and half in prison.
There is a proverb that says" the fish begins to rot from the head" The issue of leaderships is crucial and it must be addressed if Africa will see any development and meaningful peace in the future. We call for clean leadership on the African continent, as many of the leaders are involved in corruption scandals and abuse of office.One wonders whether this is also influenced by the imperialist,whom they always as use as scape goats for every default.
Above in this article,you can hear the voices of the soldiers implicating their superiors in gun selling deals. There are a lot of things happening in other government ministries,which the junior officers know about but cannot dare to open up their mouths or else they are scrapped off the payroll or setup in an organized crime style.
Where are the patriots in this country? Their voices were silenced by poverty and other pressures lack of income.This compromises their positions accompanied by victimization.
