{UAH} Frank Tumwebaze has no statutory or legal powers to convene any KCCA meeting.

Frank Tumwebaze, the MP for Kibaale, who M7 appointed to be Minister of Kampala and Presidency, has no statutory or legal powers to convene any KCCA meeting. His actions and decision to call and hold a KCCA meeting this morning are legally invalid. He acted beyond the ambit of the statutory power available to his ministerial position under the Kampala Capital City Act 2010 ["KCCA Act"] that created the appointive post of Minister for Kampala.

==Section 11(1)(a) & (b) of the Kampala Capital City Act 2010 ["KCCA Act"] precisely says: "the Lord Mayor is the political head of the Capital City and presides over all meetings of the Authority."

==Section 4 to the 4th schedule of the KCCA Act states: "The Lord Mayor shall preside at every meeting of the Authority."

==Section 4 to the fourth schedule of the KCCA Act states: The Lord Mayor shall preside at every meeting of the Authority.

==Section 5(1) to the fourth schedule of the KCCA Acts says: "The Authority may invite any person who, in the opinion of the Authority, has expert knowledge concerning the functions of the Authority, to attend and take part in the meetings of the Authority."

Clearly, there is no single statutory provision in the KCCA Statute, which empowers the Kampala Minister Tumwebaze, to preside over any meeting of the Authority.
