Infighting could split Makerere Chapel
The wrangles threatening to tear the Christian faithful and the clergy of St Francis Chapel at Makerere University is far from ending. A much wider scheme involving some leaders of the Church of Uganda and money is at the centre of this rift.
Initial reports had indicated that the Chaplain, Dr Johnson Ebong had refused to retire despite reaching the mandatory age of 60.
Makerere University director of human resources Mary Tizikara wrote to the Archbishop of the Church of Uganda Stanley Ntagali asking to appoint Dr Ebong's successor, but did not copy the letter to the affected party.
At this, Rev Ebong had been deleted from the payroll and his salary discontinued.
"The contract of the Chaplain of St Francis Chapel, Rev Canon Dr Ebong Oming expired at the end of May 2013 and it will not be possible to renew it because Dr Ebong attained mandatory retirement age of 60 years on June 4, 2013," Ms Tizikara's September 16, letter read.
It adds: "This is according to the policy guiding employment in the university, and also noted in the Memorandum of Understanding between the Church of Uganda and Diocese of Kampala."
She said the university was in the process of advertising the position of Chaplain for a suitable candidate to replace Dr Ebong.
"The purpose of this letter therefore is to request you to nominate a suitable person below 60 years of age to act as a Chaplain of St Francis as the process of filling the position substantively is finalised," Ms Tizikara added.
Subsequently, the Secretary to St Francis Chapel Council on September 17 wrote back to Ms Tizikara acknowledging receipt of a copy of her letter to the Archbishop, saying the Church council would sit soon to determine the way forward.
On October 3, Rev George Bagamuhunda, the Provincial Secretary wrote to Ms Tizikara notifying her of the meeting between Makerere University Deputy Vice Chancellor, Dr Barnabas Nawangwe and Archbishop Ntagali at Namirembe where it was agreed that a new Chaplain be appointed.
"I have been asked by the Archbishop, the Most Rev. Stanley Ntagali to inform you that he has appointed Rev Can Geoffrey Byarugaba as the acting Chaplain with effect from October 4, 2013," Rev Bagamuhunda's letter reads.
Rev Ebong had on April 19 written to Ms Tizikara asking for an extension of his tenure as the church shopped for his replacement.
Feeling sidelined, Dr Ebong, on September 20, appealed to the Vice Chancellor (VC) for justice and fairness. In his appeal, he said that in August alone, he was deleted from the payroll and never given a copy of the letter which they gave the VC but rather Ms Tizikara gave a copy to his junior at the Chapel.
Former Makerere VC, Prof Livingstone Luboobi, who doubles as the treasure to the expansion of the Chapel, told Saturday Monitor that it was wrong for Ms Tizikara to ask for another person in acting capacity when the incumbent was willing to serve for an extension.
"If someone is going to leave office and there is no substantive replacement, allow him to work other than bringing in another person in acting capacity which is unfair," Prof Luboobi said.
