Kampala University Defends Contested Qualifications of Mombasa Governor, Hassan Ali Joho.

The Mombasa governor now has cause to smile after the administration of Kampala University clears him of allegations of forging academic transcript he presented upon on nominations.

On 4th March this year, Hassan Ali Joho, was elected governor of Kenya’s capital, Mombasa, after defeating his main challenger Suleiman Shahbal of the Wiper Party.

However, Hassan Joho’s victory has since then been contested by both his political rival camps and other Kenyan nationals, who have been changing their swords to eject him from the Kenyan gubernatorial seat, he attained through elections.

It was in June this year, when a Kenyan lawyer, Janet Mbete, petitioned the Independent Electoral Boundaries Commission (IEBC) of Kenya, alleging that Hassan Joho had presented forged academic papers upon his candidature to run for governorship.

Joho, who contested on Orange Democratic Movement’s-ODM party ticket, presented a Bachelor’s Degree certificate in Business Administration, of Kampala University.

However, Janet Mbete challenged the authenticity Hassan Joho’s academic transcripts, invoking IEBC to disqualify him as an elected governor, on grounds that he falsified academic papers.

Mbete also requested for thorough investigations into the alleged fraudulent manner in which Hassan Joho obtained the papers, from the university. 

In her formal complaint, Mbete noted it was physically impossible for Hassan Joho to have been a full time student in Kampala, as he was also a full time MP, and an active businessman who was constantly traveling.

She therefore wrote to Uganda's ministry of education in May via Kenya's ministry of Foreign Affairs requesting for serious investigations into Joho’s alleged fraud. Mbete’s presumptions also invoked the deputy resident city commission of Kampala, Zaina Muwonge, who wrote to the executive director of the Uganda National Council for Higher Education asking them to cancel the degree.

“Our investigations revealed that the above mentioned Hassan Ali Joho did not attend classes, undertake any classes and or sat or passed any examinations for the said Degree Course�. Zaina’s letter dated June 28, 2013 reads in part.

She further recommended the Uganda Criminal Investigations and Intelligence Department (CIID) to take on the matter seriously and find out from Kampala University administration, if they could have purportedly warded the degree. The matter has been all over Kenyan Press, with “The Star�, Newspaper, leaking investigations reports of Uganda Police, in their August 16th edition, declaring the degree a fake one.  Under the headline, “Joho’s degree fake, say Uganda police�.

However, the cancellation of the degree has been on the pending, with the Uganda National Council for Higher Education claiming that Kampala University has not fully furnished it with any information in regard.

But Professor Badru Ddungu Kateregga, the university Vice chancellor, has broken the silence when he dismissed allegation against the ambassador, saying that Joho attended to his university and got a genuine degree.

Kateregga who was addressing students at his Masaka Campus, over the weekend, swore that the transcript Joho carries, was genuinely attained from Kampala University, after the candidate had fulfilled all the requirements for graduation.

He also challenges allegations that Hassan Joho could have possibly bought transcript without attending to classes. “You can never get a fake degree from Kampala University. We are the fathers of education in this country, and I have 43 years of University teaching, a rich man, and nobody can buy me. So I stand to reassure that there is no fake degree from here� he noted.  

He argued that what is happening is that people are fabricating issues against his candidate, because of his current political supremacy over them, saying that he is willing to defend him before court if at all it necessitates him to do so.

Hassan Joho was also recently (in September) cleared by Kenya High Court that reprieved him of charges of; voter bribery, death threats, ballot stuffing and bias of the IEBC during the campaign period, a suit that had been filed in by his rival political counterpart  Suleiman Shabal.
