The attempts to assess the performance of Lord mayor Lukwago, even before midway his term by M7 through a kangaroo court is incompetent because neither M7, nor Bamugemereire , let alone the councilors, are the appointing authority.
Performance appraisals are best carried out by the appointing authority, here, the electorate.
Can a HM be assessed by a pupil or by a teacher?
