Parliament interests Itself in Eyesore incidents that took place at City Hall during Lukwago Impeachment, Calls Kayihura for Grilling

By Stephen K Muwambi

Police chiefs are in trouble after the Parliamentary Committee on Human Rights sent out summons requiring them to appear and explain the torture that was meted out on impeached Erias Lukwago’s lawyer and supporters.

Addressing journalists at the Parliament building today, Committee Chairman Jovah Kamateeka, demanded that Police apologize to the nation over the brutality.

A riled Kamateeka charged that MPs cannot sit by idly and look on as the State security operatives abuse human rights.

Kamateeka revealed that the committee has already written to the Police and the Minister of Internal Affairs to answer to the torture charges.

His Mukono Municipality counterpart Betty Nambooze put the blame squarely on the shoulders of Kampala South Regional Police Commander, James Ruhweza.

Lukwago’s lawyer Abdul Kiwanuka Kayongo was beaten to pulp by cops who had put a mini roadblock around City Hall.

Kiwanuka was rushing to the impeachment venue to serve Kampala Minister Frank Tumwebaze with a court order stopping the Monday controversial exercise that proceeded anyway.

Lukwago’s other supporters, who wanted to access City Hall were assaulted too. While MPs John Ken Lukyamuzi, Hajj Latiff Ssebaggala and others were barred from accessing the impeachment venue.

Justifying Afande Ruhweza’s needed appearance before Parliament, Nambooze said he was in charge of the operation which ended with the horrible assault of lawyers, MPs and members of the general public.

Various media houses run photos on Tuesday showing mean cops roughing up lawyer Kiwanuka as he struggled to reach City Hall to serve the injunction order.

Nambooze demanded that individual cops be held responsible for the role they played in what the Committee chairman Kamateeka termed the Black Monday that befell City Hall.
