grounds by the probe tribunal into the mess at KCCA with the ultimate
penalty of jettisoning from office. Where as it is the duty of
central gov't to provide over-lordship on all administrative questions
in the land, have mercy on Lukwago. Find a better arrangement to work
with him.

suffered enough and won't repeat past transgressions.
