{UAH} What if Museveni faced Frank Tumwebaze’s tribunal? by mike segawa
After reading Simon Kaheru's reflection on the mediocrity many of us show at our jobs, I feel the urge to think about President of the republic of Uganda – what if he faced the tribunal that rightly condemned Kampala Mayor Erias Lukwago!
Well – the issues could catch up with anyone including the very judge who presided over the tribunal's findings.
But– since everyone says it is Museveni who wants Lukwago out of his office – which I guess is true – let's look at Sovo's record and see whether he would pass the test of Incompetence, Misconduct and Abuse of office.
Museveni shot his way to power in 1986. You can literally say – he walked on the skeletons of men, women, children and the elderly of our society – all the way to Kampala.
For killing Ugandans all the way to power, Museveni is guilty of abuse of office and misconduct.
Then, he brought his monetary policy that changed the currency he found in place, and replaced it with his shilling notes and coins, having deducted the value of the currency he found in people's hands. Many people cried foul but since he was new in office, they gave him benefit of doubt. Today, the Uganda shilling is weaker than he found it.
For taking people's money without consulting them, and ripping them off – Museveni is guilty of gross misconduct, and abuse of office. And for allowing his currency to lose value, incompetence is the verdict.
Museveni had promised to rule us for less than four years, and then organize elections. But he postponed his rule mbu, to enact a constitution. That took his rule to 10 years – the maximum terms for anyone who would have asked people's mandate. However, Museveni abused his power – to force his extension – even if he won in the elections. Yatwesibako.
After enacting the constitution that allowed a president to stand for only two, five year, terms, this Museveni manipulated the MPs, using the tax payers' money to buy them off, and removed the cap for him to stay in power. For that, he is guilty of misconduct and abuse of office.
What about the time he beat opposition elements, imprisoning them, including the man, I am not a fan of, Kizza Besigye? Wasn't that abuse of office and gross misconduct?
Mr Museveni has presided over the all time corrupt government Uganda has ever witnessed. All this is done before his own eyes. He uses the anti corruption court and institutions to witch-hunt colleagues who have fallen out with him. For that – he abuses his office. It is gross misconduct and above all, it exhibits the highest level of incompetence.
Come to health. When is the last time a patient was treated like a patient at a government health facility? It is the work of the president to ensure that all citizens are healthy and well taken care of. Apparently, medicines are bought, but, doctors steal them – or rather – the guys who procure the drugs – get expired ones – and burn them a few days later – to cover the kickbacks they go before they did in the procurement. How do you burn drugs in a country so short of drugs like Uganda. For that – Museveni is guilty of Incompetence, Misconduct and Abuse of office. If not – why hasn't he convicted anyone over the crime like he has done for treason suspects?
Let's go to wars, especially in the north and east. Thousands of people were killed. It is not clear who killed them – whether it is government forces or rebels or both. It is the duty of government to protect all Ugandans. For all people who died in the war after 1986 – Museveni is responsible. For that – he is guilty of Incompetence, and Abuse of office.
there are so many things Museveni is guilty of – as per the tribunal constituted by his minister, Frank Tumwebaze – and the time will come for him to account for each one of them.
