There is a cable channel that broadcasts here on mondays 9-10PM
called Uganda Vision. I wonder whether it is one of Tony Owana's
stations? If so, the quality is so amatuerish that it should be taken
off air. The man who presents it-called Mugabe- is a total
embarrassment who has no business in tele-casting. He speaks English
with a lutooro/rwanda accent that is almost gibberish and needs
sub-titling or voice-overs for it to be understood by a non-Ugandan.
If Ugandan broadcasting has to make headway internationally, the
broadcasters have to be taught how to speak in an acceptable accent
that can be understood by an international audience. The programme is
also repetitive and almost useless. It started about 5 weeks ago, but
it has been broadcasting the same thing every monday.
Hannah, in its news programme, Uganda Vision showed a meeting of some
parliamentary committee questioning the appointment of the Chairman of
the Uganda Law Commission. Apparently this was done in breach of the
constitution as the constitution mandates that the appointee must have
a minimum 10 years experience in Uganda,either as University Lecturer
or legal practioner, judge etc, but the man appointed apparently has
never worked in Uganda prior to his appointment. It is claimed the AG,
Peter Nombi sent only one name to Museveni for appointment- so the MPs
were questioning his competence, why he nominated a person who did not
meet the criteria set out in the Constitution, and secondly, why he
nominated only one person. The second issue that came up about this
appointment is that Professor Mugasha, by terms of his contract with
the Law Commission, is allowed to continue with his teaching job
abroad for a straight 6 months in a year and the Commission even pays
for his air fare and per diem while carrying out duties that have
nothing to do with his role as Chairman of the Law Commisssion. The
last issue they raised was that Professor Mugasha is being paid a
salary way beyond what is stipulated in the Constitution, and against
civil service terms and conditions of service. Like Musisi, his salary
is so high and totally incomparable to that of even the Chief Justice.
These were allegations that I heard being made-Hannah, could you check
this out? But I would not be surprised if this is the state of affairs
if Musisi is allowed to earn the sort of salary she earns. And I
wonder what goes on in the minds of these people, when they appoint a
Chairman of a Board who is given such a huge salary, outside of the
normal civil service scales. Here, Nombi probably just gave the job to
his friend, or maybe even sold it- and an important job such as that
of Chairman of the Law Commission is being handed over to a part-timer
who spends half of his time abroad. No wonder, legal ignoramuses like
Tembwezee are being asked to prepare bills for Museveni's so-called
directives and decrees. A properly functioning Law Commission should
be the engine of all positive legislative changes, law reform and
administration of justice.
