Lack of political is widely blamed for the rise in corruption

Uganda's corruption rating is fast taking a turn for the worse, a new report suggests.

And civil society organisations have asked government to reinstate the Anti Corruption court.

The call comes on the heels of a new report that shows that Uganda had dropped 10 places in the latest ratings, according to the recently-released Corruption Perceptions Index 2013.

Uganda, rated 130th in the world in 2012, has dropped to 140th out of 177 countries surveyed in the latest report.

Speaking at the unveiling of the Corruption Perception Index 2013 report recently in Ntinda, Patrick Kaboyo, a member of Transparency International Uganda, declared that the lack of the Anti-Corruption court had caused laxity in the pursuit of corruption cases.

"When the court that is trying such cases is not in place, then there is likelihood that those cases will go unchecked," he said.

The Constitutional court stopped the operations of the Anti-Corruption court in June after a lawyer Davies Wesley Tusingwire challenged its constitutionality. At the time, the lawyer argued successfully that the court, which had magistrates operating at the High court level, was improperly set up by former Chief Justice Benjamin Odoki in 2009.

The matter is still unresolved, though. Peter Wandera, executive director of Transparency International Uganda, stressed that the presence of legal institutions is still not enough to fight corruption in Uganda.

The report found corruption to be more rampant in the public sector and recommended more open procedures in public institutions.

Uganda scored 26 percent, becoming the second most corrupt East African nation behind Burundi (21 per cent). Kenya comes third at 27 per cent. Just like last year, Rwanda is the most transparent in the region. Somalia is rated as the most corrupt country in the world.

Sub-Saharan countries are worst hit by corruption, with close to 90 per cent of the countries below 50 percent.
