{UAH} Rubin: Besigye and Tinyefunza seem to have an acceptable relationship!

It's always nice to read something from you. We love your perspectives on issues happening in our country. You sound so calm when analysing issues on UAH.

However, I beg to disagree with you where you imply that Tinyefunza and Besigye are just having a "cosmetic" relationship. Come on, Jonny! The duo were friends at university; Tinyefunza was the best man at Besigye's wedding; they worked closely together during the CA; they were reportedly room mates at university, e.t.c. 

Tinyefunza hinted in one of his recent interviews that "we" had tried to remove Museveni from power using political means and it didn't work, but I don't remember Tinye being involved in any electoral process............the only person who tried to do so was Besigye. So what did he mean by "we"?

Look, I'm probably creating a conspiracy theory here but I don't think Tinyefunza stopped "working" with Besigye even while still in government as coordinator of intelligence services. It's a long stretch here but all indications are that these guys have never really been really enemies to each other. I have always wondered how Besigye managed to stay alive beyond 2006 but I think the "Tinyefunza" factor in a government is helping me to solve this puzzle. 

 Besigye seemed to know in advance almost every move the government was conspiring to make against him. He probably knows almost all the spies that were surrounding him in FDC. Yes, he was always surrounded with spies but he is still moving around. He was reportedly in Rukungili today receiving defectors from NRM.

Andrew Mwenda has written an interesting piece today in his magazine indicating that there is a serious power struggle between Mbabazi and Museveni. My feeling is that he is right- definitely something is "cooking" within the NRM. And I don't think Museveni trusts anybody in that party anymore. There are a lot of cliques now in NRM whose intentions are clear: how to weaken Museveni and his son, how to cut him off the army, how to reduce his power, how to get the presidency, e.t.c, and the president knows all this scheming, I guess! I even don't think Museveni is worried about the opposition outside NRM anymore because he they are at their lowest point.

Now, the question, what is Museveni gonna do about it? You see, he is not young anymore. He sometimes needs a rest, and that means he cannot keep himself functioning 24/7 as he used to. Something has got to give. His opponents are thinking about him 24/7 and they are probably not having too much sleep. Age comes with its own problems and one of the problems is diseases and complacency. Museveni's opponents are probably aware of this. 

To be honest, the way I see it..... the situation in Uganda is a bit worrying at the moment. A lot of people are pretending to be Museveni's friends. A lot of people are pretending to be in the opposition. A lot of people are pretending to be pro- people. And when you see all this pretence, you just find yourself losing words to say to anyone. You may think that I'm being paranoid but its the truth, brother.

Reading your articles, to me it's like watching a movie. Very well written and hard to disagree with. You write in a way you seem to be watching every move of the authorities in Uganda and by every move they make, you seem to know why and what to be expected. I guess I am not the only one who feels like this, hence the no comment.
However, I don't think that Dr. Besigye will be detained for meeting Gen. Tinyefuza. The government is aware that if Dr. Besigye is arrested, that will only give him more popularity, not to mention more simpathy from the Ugandan people and the international community at large. Secondly, the unity between Dr. Besigye and Gen. Tinyefuza can only be described as 'cosmetic', probably I should use an example of those foes of President Idi Amin and their unity in Tanzania. They embraced and the Ugandan people believed that 'Democracy and Peace' were coming soon. What we see in Uganda today is a result of that 'unity' of Amin's foes in Tanzania. I doubt that the Ugandan people can easily 'be taken for a ride' again, as was the case in 1979.
Honestly, I do appreciate your analysis of the situation at home. I believe that we all wish only the best for our country, Uganda.

DR. BESIGYE TO BE DETAINED FOR TREASON, NRA PREVENTIVE
DETENTION.
"....for
three months we have been waiting for him. ......he knows my
address." This was Museveni's reaction to the press
regarding Gen. Tinyefuza's threats of using force
against him. The tone used by Museveni depicts an underlying
anger and panic. 


For the last three months they have not only been waiting
for him but have also been preparing for his coming. Here
below are some of the contigency plans:

1. Moblising NRA Veterans from the western, central and
eastern regions against being lured into rebellion.


2. Establishing a Tinyefuza task force headed by Aronda with
a tast of providing perodical assessment of the threat level
and the operational effectiveness of all security agencies.

3. Intelligence agencies using both human and techinical
means to intensify surveillance on Senior goverment
officials, security officers, and Buganda Kingdom
officials.


4. Finalising the process of declaring him an army deserter.
Presurising Parliament into declaring vacant the
General's seat in parliament. 

5. Charging the General with desertion and treason in
absentia.


6. Arresting and interrogating Dr. Besigye over the meeting
he had with Tinyefuza in London with view of bringing up
charges of either treason or misprison of treason. This will
discourage others from meeting him in future thus issolating
the exiled General.


7. Observing and scrutinising all trips to London made by
prominient Ugandans. Bear in that other insignificant
Ugandas may be used as couriers.

8. Sending more spies to USA, South Africa, Canada, UK and
the Scandinavia disguised as asylum seekers so as to
reinforce the monitoring of the activities of Ugandans in
the diaspora.


9. Identifying and assigning capable cadres to counter
negative propaganda on social networks and private radio
stations while emphasising the Tinyefuza's misconducts
during the insurgency in northern Uganda.


10. Echoeing the historical Acholi/Langi differences so as
to detatching Col. Ogole from the Acholis.

11. State house intelligence spearheading the hit squad
coordinated by the London embassy of a friendly country.

12. Linking the activities of protests and strikes in the
country with the General's threats of war.

13. Issuing of terror alerts to disuade mass gatherings. In
case of a terror attack, the nation will be diverted and
united in grief while the international community will
express solidarity and renewed support. 


14. Monitoring of the storage, utilisation and movement of
war materials to counter internal sabotage.

15. Streamling of counter intelligence operations in order
to detect and deter enemy infiltration.

16. Ensuring that all Chiefs, Directors, Division C.Os,
Brigade C.Os, Battalion C.Os, and Heads of Independent Units
at all times to account for the whereabouts of the officers
and men under their command.


The above measures are subject to review depending on the
situation.
