Ahmed, It seems to me like you people are dodging some vital
aspects in your analysis.

First off, how is the distribution of employement opportunities in Uganda?

You see, one major reason why northerners have always dominated
the army is because very scarse alternative labour market opportunity there.

After the second world war, many KAR soldiers from the south became Headmen, clerical officers, labour unionists, medical assistants, teachers and jury members in courts, business men and
some became politicians(( I guess Musazzi was one such?!)) etc.

For the Northerners because of lack of alternatives, they remain in the KAR.

The same monster resurfaced even under Amin and post Amin armies.
Soldiers from the south went into businesses. They chose business
and diserted the army ((including the UPDF)).

The composition of the army / UPDF  did not look like it is now
way back in the 80s. Where did the other tribes who dominated at the beginning go?

Begin there!!!

A rich man does not want to die and leave his wealth. When they become Mafauta Mingi / Magendo chiefs, of course they jump off.

It is normal. Even if you start today with equal numbers, within no time, it shall still become "the same procedure as last.."!!!!

So, to equillibrate the composition of the army, be ready to equillibrate distribution and share of amenities!!!!

george, John Ssebaana Kizito was not confirtable with UPDF because he so it as linked to UPC. He could remember UPA under peter Otai and William Omaria. l shared his views.
l would prefer Uganda Armed Forces, as it was in the Draft Constitution as in the Odoki Report.
But of all Uganda's modern armies, or post independence armies; KAR, EAR, UR, UA, UNLA, NRA, it is UPDF that is a people's army. It will be more people's army if and when it stops special representation in Parliament which makes it partisan. It should be political like any other army, but not partisan with either ruling or opposition parties.

The government sent the Uganda People's Defence Forces to Sudan last month saying that the soldiers were to help in the evacuation of Ugandans from the embattled country.

Otto told journalists in a press conference at parliament that the forces were deployed in Sudan in a sectarian nature and that they targeted people from the North and West Nile and Kasese who have not even recovered from the LRA insurgency.

Otto says that the families who lost their loved ones in Sudan war are not being told that they died of accidents and are not allowed to view their bodies.

He wants the family members to be compensated for the loss of their loved ones.

He gave an example of Sgt. Santos Ocen buried in Omoro where army leadership says he died from an accident on Masaka road and Pte. Richard Oyaka of same village died on Mbarara road.

Otto says the army is lying and he has received information from the front line in S. Sudan that most UPDF officers there are relatively speaking the same language of Acholi, Lango, Iteso, West Nile and Kasese (Lukonjo).

Chimpreports contacted Brig. Charles Otema Awany whom Odonga Otto says also attended one of the burials.

 
"Yes, I attended the burial of Sgt. Santo who died in an accident on Nakasongola road. Everybody viewed the body, Odonga Otto is just mad and I repeat he is mad, just waiting to walk naked," Otema said.
