{UAH} Checks and balances

John Locke wrote that checks and balances or separation of powers between the executive and the legislative powers were necessary for the proper functioning of the state. Baron Montesquieu, a French political theorist added the separation of the judiciary.   

These checks and balances are not functioning in Uganda because the president has concentrated all state power in his hands including sending our troops to fight in foreign countries without authorization. When the ruler breaches the social contract, the people have an inalienable right to rebel against him.
