KAGAME TO DETERMINE KAREGEYA BURIAL. 

The assasinated former Rwandan Spy chief's burial in Uganda will be a private function that will be adequately funded by the family and friends. The only cost that the Uganda government may incur is to provide security to thousands of mourners at both the Church service if allowed to take place in Kampala and burial in Mbarara. For the hotel industry, it is big business. Another indirect cost would take the form of some goverment officials taking leave to attend the burial. However some may painfully shunn the burial in order to appease Kigali. Gen. Saleh, Gen Kale Kayihura, Gen Aronda, Gen Angina, Gen Muntu, Gen. Besigye, Brig Mugira, Brig Gwanga (whom he used to send money for Waragi), and many other very senior and junior serving and retired army officers would wish to physically say farewell to 'the man of thd people'. Patrick was a rare breed of Rwandese; he made friends with all sorts of people regardless of ethinic and social standing. From West Nile through Acholiland to Karamoja and Teso, Patric has personal friends and not necessarily intelligence agents. By character, he matched Gen Salim Saleh and no wonder they were close friends.

Given his high level connections and popularity in Uganda, Museveni could not stand the presure to have Patrick burried in Uganda. Having been charismatic, charming, generous, humane, humble, and a highly connected individual, Patrick had won more friends than enemies. These friends can't abondon his body on the battle front where he met his death. The masterminders of his assasination must have prefered to see his body quietly burried by Johanesburg city council workers in a public cementary. The international attention that has been generated by Patrick's assasination is giving Kigali a second thought though with no regrets. Security forces in Kigali must be on standby class one (full alert). The traumatised general population in Rwanda must be under an implied decree not to publicly mourn for a murdered 'terrorist'. Who can even dare travel from Rwanda to attend the burial in Uganda! Watch the traffic flow from Rwanda to Uganda during the funeral period. Kigali's intelligence agents must be taking positions in Kampala to cover the funeral with the mission of assessing the extent of Patrick's connection. Andrew Mwenda will supplement such efforts with his journalistic skills. For those who physically executed the assassination, they must be with Patrick in death now - thats the rule of the game. 

Museveni must have had a tough choice to make. The descent burial of Patrick in Uganda coupled by the allegation that he carried a Ugandan passport, may once again rapture the fragile and cosmetic Andrew Mwenda innitiated Kampala/Kigali imroved relations. Such a decision places Kigali in an awkward position as whether to send a government delegation or not. The Ambassador will obviously attend in his private capacity. Patrick's diaspora based RNC colleagues would obviously wish to to attend the burial but Uganda fearing to annoy Kigali may stop them on pretext that they cant guarantee their security. However, unlike in the past, no serious Uganda opposition can seek backing from Kigali again. Patrick's death also marks the end of a small bond between Rwanda and some prominent Ugandans that had remained after the death of Fred Rwigyema. For Museveni, Patrick was a smart 'bad boy' who gave him real hard time during the Uganda/Rwanda standoff but he had later reformed and has died at a time when he was no longer a threat to him. 

For the Rwanda opposition, the best way to honour Patrick is to ACT NOW.
