{UAH} Police Brutality proves backwardness!

The Bible in the book of Acts 16: tells of an incidence were the Apostle Paul was arrested. One notices in that scene that Rome over 2,000 years ago considered its citizens' rights so important that you could not punish them without a fair trial!  Uganda in 2014 under a visionary leader has police brutality of epic proportions, sham elections, and a citizenry with no rights to express dissent!  Is this because of a backward population or backward leadership?  And have our leadership finally come to appreciate Field Marshal Amin?
