For a very long time I have argued that when we allow a Ugandan or anyone to go to the jungle and fight to remove an elected government, that individual by virtue of the war becomes the owner of the country. The reason we change leadership through elections is because we always own that country and we allow you to lead it for a while as we monitor your leadership, but we hold the last authority to remove replace or fire you as a leader. Because Museveni bought the state of Uganda, he also bought the national army and named it Uganda People Defense Forces than Uganda army. If he wanted to call it a Yoweri Kaguta brigade he honestly would have for he had that authority.

 

With this writing I need to emphasize how Museveni’s private army has been hired by any one that wants to use it and can pay. Today you find UPDF in Somalia hired by the AU, in South Sudan hired by Silver Kiir, in Central Africa Republic hired by the UN and wondering aimlessly in the jungles of the same country in search of Joseph Konny who is either nonexistent and has never been, or dead long ago if he ever existed. Paul Kagame of Rwanda and Kabila of Congo hired UPDF in the 90s. Because Kabila never paid, they got rid of him and replaced him with his son who also reneged, they turned around and decided to loot the country dry to the tune of 10 Billion dollars. Those who are trying to take Museveni out of the State House, if you are poor, do not even try, but if you have deep pockets, just  go to Bombo the former Malire Regiment, that was transferred there and hire the whole lot and send them off to Kampala and Entebbe and deal done...But, unfortunately, Ugandans are all born blind and cannot see the obvious ..what you have in plenty is "modomo" and "nawulidde" crap !!!!!! What the Speaker of South Sudan Parliament says here confirms that indeed UPDF is a private army and available 24/7 for hire.

 

These are the direct results of supporting the Luwero war thus handing the state of Uganda to Museveni’s family.

Manasseh Magok Rundial, Speaker of the South Sudan National Assembly – “The UPDF saved our country.”

The Uganda Peoples Defence Forces had been operating in South Sudan long before internal misunderstandings within the Sudan People’s Liberation Movement (SPLM) led to gunfire exchanges that has reportedly claimed thousands of lives and displaced hundreds of thousands more.

Speaking to The London Evening Post in Kampala Friday, Manasseh Magok Rundial, the Speaker of the South Sudan National Assembly said there had been no formal request from South Sudan to deploy to President Yoweri Museveni for the deployment of the Uganda Peoples Defence Forces (UPDF), but that this had been an understanding between the two Presidents, an undertaking later approved by the Ugandan Parliament during a special sitting of the 14th January 2014.

Rundial defended the presence of Ugandan troops in his country saying their existence managed to restore some peace and protection of the South Sudan constitution which he claimed was on the verge of collapsing. Leading a delegation of legislators who had come to pay a courtesy call to both the Ugandan committee of parliament on defense and internal affairs, which is reviewing agreements under which the UPDF went to South Sudan, and the East African Legislative Assembly (EALA) members who have been attending a session in Kampala, Mr Rundial briefed both houses on what is happening in his embattled country.

But the revelations now emanating from the South Sudanese show the agreement which was presented to parliament and the alleged letter which the Ugandan minister of state for defense presumed to have been written by President Salva Kiir to President Yoweri Museveni requesting for support from UPDF is non-existent. Rundial said it would have been a telephone conversation by the two presidents. “The deployment was just a noble cause. You cannot just sit and relax when you see your neighbour’s house is on fire. This is a young nation just two years old. Most of our institutions are nonexistence,” the South Sudan Speaker who is a rookie having been appointed only last September said

What is emerging from South Sudanese authorities especially their members of parliament shows that the deployment of the UPDF in their country was based on the old Status of Forces Agreement signed between the UPDF and then SPLA/M when it was still a rebel movement where the two wanted to solve insecurity as Uganda was dealing with the Lords Resistance Army (LRA) while South Sudan was being frustrated by their northern neighbours in her attempts to attain independence.

Mr Rundial said the letter being referred to by the opposition members of parliament in Uganda was no longer relevant. He revealed that the UPDF has been operating with the people of the South Sudanese States, under an agreement to pursue remnants of LRA which saw UPDF establish a base at Nzara in the Equatorial State.

Asked if the South Sudan parliament would sit and pass a special resolution exonerating the UPDF from prosecution by the International Criminal Court should the UN prove that war crimes were committed by fighting factions, the South Sudan Speaker said there was no need for worry as peace was resuming and UPDF had not been involved in serious fighting but only engaged when provoked. “They are only guarding strategic areas including oil depots, air ports Juba Road and few other locations.

The delegation also disputed claims that the ongoing war in South Sudan was tribal between two major tribes, the Dinkas and the Nuer. They revealed that there are Nuers and Dinkas fighting alongside Riek Machar and Salva Kiir’s forces. Such allegations, they reasoned, are intended to draw support from international community.
