Please look at this piece on the UK scenario. The UK has a devolved system of government where power is shared between the central government and the regions. Please look at the specific sharing of this power, especially take a look at what is devolved to the regions. You will notice the key  matters not devolved are Economic Policy, Defence and Foreign Affairs, but the rest are the responsibility of the regions. This is very different from Federalism. And I do not know your precise understanding of Federalism is and for this reason I will send you another article on the National Question to help you understand the concepts of the Nation state and methods of governance, including unitary, federal and devolved. Forgive me for saying this, but many people argue for a federal system of government without understanding what it means. And I would go so far as to say Beti Kamya is very confused on this question as well because she can not tell the difference between devolution and federalism. To do so, she has first of all got to understand the concept of the NATION STATE. And for this to happen, both of you have to study DIALECTICAL MATERIALISM. You can not escape it.
