{UAH} Secession has two distinct meanings
As Iain Mclean (1996) wrote secession could mean one or several regions complete separation from a state or transfer of some responsibilities from the central government to regional or district entities. This is what we mean by federalism.
In discussing the future of Uganda we should keep this distinction in mind.
As an aside, let me request that the term "nation" needs to be explained clearly for all to understand and apply to their local circumstances. As they say let us think globally but act locally.
We are trying to give information for decision making, not to determine anything for anybody as some commentators seem to imply.
