By Henry D GombyaToday we name Gen Caleb Akandanahwo Salim Saleh Oriba as the man given orders by his half brother Gen Yoweri Museveni to eliminate Dr Andrew Kayiira in March 1987.Since I left Uganda in March 1987, I have asked questions and received no replies about who attacked my house and killed Dr Lutakome Andrew Kayiira 27 years ago. I have travelled the world over to talk to those I believe were and are still in the know about what actually took place that fateful day. I have committed my life to leave no stone unturned until I got the answers.Many have come to me and offered what they thought they knew about the attack. My research discounted their tales. They spoke of the attack being carried out by now Brig Kasirye Ggwanga helped by the late Drago Nyanzi. Others have told me it was Gen David Sejusa 'aka' Tinyefuza who organised the attack. Again my research could not prove without doubt that these people had anything to do with Kayiira's murder.I helped the former Democratic Party Secretary General Francis Bwengye write a book about what happened. At the time of helping Bwengye write that book, we relied mostly on hearsay. This is therefore the first time that I have spoken to a person who was at the centre of operations in the then National Resistance Army (NRA) which has since become the Uganda Peoples Defence Forces.Since Thursday this week, we have been remembering 27 years since Dr Kayiira was taken away from us. This must have prompted a mysterious caller who rang our editorial offices on Friday and gave us the names of the person he believed would finally tell us the facts concerning that dreadful day. This is therefore an unadulterated report on how my conversation with our source went. We are reproducing the interview after swearing we will not reveal the identity of our source NO MATTER WHAT.In an exclusive interview last night, the man who spoke to us on strict conditions we did not name him, revealed what Gen David Sejusa, the former coordinator of military intelligence in Uganda said last year that the attack was ordered by Ugandan President Yoweri Museveni. Our source completely exonerated the General saying he (Gen Sejusa) was in Karamoja at the time of the attack on March 6 1987. Also exonerated was Brig Kasirye Ggwanga who some in the past have pointed a finger at saying he was involved. Another person our source has exonerated who had been rumoured to have taken part in the attack is the late Drago Nyanzi. The source said he was completely sure and without any doubt that David Sejusa, then going under the name of Tinyefuza, Kasirye Ggwanga and Drago Nyanzi did not take part in Andrew Kayiira's assassination.The devastating revelations by one of the original 27 Museveni men has confirmed the following:The attack was ordered by Yoweri Museveni when he became angry after a Ugandan court in early 1987 found Dr Lutakome Andrew Kayiira not guilty of high treason and an attempt to overthrow the government and ordered his immediate release. Speaking to the press afterwards, President Museveni was quoted as saying that even though Kayiira had been freed, the government was sure he had plans to overthrow it and would therefore be following him.Dr Kayiira who had been Energy Minister in the first Museveni government of national unity that he formed after overthrowing the Gen Tito Okello Lutwa government the previous year, had been staying at my home at Lukuli in Gaba, on the outskirts of Kampala. In many explanations I have given in the past, I have explained why I arrived at the decision to accommodate Dr Kayiira after I had been saved by Kayiira when the then Ugandan army chief, Lt Gen Bazilio Olara Okello sent troops to my home in Luzira to capture me after accusing me of telling lies in reports I was then filing for the BBC Focus on Africa programme, work that earned me the accolade of being the Africa Journalist of the Year 1985/86. I consequently left my home and camped in Hotel Diplomat that was also used by Kayiira until the Okello regime was overthrown. During my stay there, an attempt was made to come and grab me from the hotel but it was thwarted by Kayiira's bodyguards who shot dead most of the attackers. As I have explained in a recent article, I saw it as my duty to help Dr Kayiira when he was in need.We have thoroughly checked the credentials of our source and can confirm he is one of the original 27 men that started the guerrilla war against Milton Obote in 1981. In addition, we can prove he was in the know of what was happening in the military and its operations at the time of the attack. Our highly reliable source has confirmed to us that the order to eliminate Dr Kayiira was given by President Museveni to his half-brother Salim Saleh who then passed it on to the Directorate of Military Intelligence (DMI). What friends of the late Kayiira will find disturbing is that the task of eliminating him was handed over to a disgruntled Uganda Freedom Army soldier, one of those that Dr Kayiira himself had reluctantly handed over to the then National Resistance Army after joining the Museveni government in the then so-called 'unity government'.Kasirye (centre) has been exonerated from the attack while the late Peter Kerim (right) was commanding officer of Lubiri barracks where the attack originated from.In a one and half hour interview that we will reproduce here in two parts, we invite our readers to read how the life of one of Ugandan bravest freedom fighters was brought to an and. You know Sesanga? We used to call him Sesanga Mivule. He was working with the DMI and in fact he is the one who commanded that platoon which came to your house. (Maj Sesanga Mivule was a man Dr Kayiira liked so much and could have trusted him with his own life).The LEP: Do you know the names of the others who accompanied him?OS: The others were just mere soldiers I can't remember them.The LEP: Do you know exactly who pulled the trigger?OS: No. You can't know because I wasn't there but I know those who carried out the operation. The operation was carried out by Salim Saleh and of course the DMI was aware. Even [Paul] Kagame (now Rwanda President) was aware. Please don't mention my names [in your article]. I know that those involved in the attack were Salim Saleh, Kagame and Sesanga Mivule. Sesanga was a UFM. Those were the people who were involved. And in fact for your information, soldiers came from Lubiri. Those who attacked came from Lubiri barracks.The LEP: Who was the Lubiri Barracks commander at the time?OS: It was Kazini. No. Kazini was just there as the battalion commander but Peter Kerim was the commanding officer.The LEP: This Sesanga Mivule. Is he still alive?OS: I think Sesanga Mivule may be dead also.The LEP: What about reports that have been circulating around that Brigadier Kasirye Ggwanga was also involved in Kayiira's killing?OS: Ah. No, no, no. Those are marijuana addicts. Kasirye Ggwanga wasn't. Kasirye Ggwanga is just talkative. Kasirye Ggwanga was a government witness when Kayiira was in court incriminating Kayiira. Because they feared that being very talkative he could have revealed the mission. Kasirye Ggwanga never participated [in Kayiira's killing].The LEP: we also heard that the late Drago Nyanzi was among the killers. Can you enlighten us on this?OS: No, no, no. Drago Nyanzi never took part. I can 100 per cent exonerate him. He was a drunk most of the time. No. He never participated.The LEP: If you out into sequence the way the attack was carried put, how would you go about it?OS: Me I would actually say that Salim Saleh used UFM who had integrated into the UPDM (then NRA) to kill Kayiira. And they were in fact commanded by Maj Sesanga Mivule with the knowledge of Kagame because he was the first man to reach the scene. You as somebody who was at the scene, you heard even Kagame calling Salim Saleh that "Afande, the man is finished". You heard it yourself. What are we hiding?The LEP: You have helped a lot because Ugandans have been wondering why nobody among you is actually coming out to say anything about Kayiira's killing.OS: People have kept quiet because they fear being killed.The LEP: Can you remember what the reaction of Museveni himself was after learning about Kayiira's death?OS: Well, well, well. Museveni used to fear Kayiira. In fact to put him in prison those were just allegations. He just feared that he may topple him. He was always [suspected of wanting] to become President of Uganda. So the part of them were happy for Kayiira's death. But for some of the Baganda boys, it was not good. In fact a man like Serwanga Lwanga, me I talked to him but he was not happy. He wasn't happy at all that [the killing] was carried out by UFM boys. Those who knew him (Maj Sesanga Mivule) was given a lot of money.What role did the late Gen Kazini play in the attack?
