A senior army spy has been remanded to Makindye Military Prison over alleged unethical and unprofessional conduct.
Maj Herbert Muramagi, the director of the Internal Security Organisation in charge of Marines, was yesterday charged with alleged conduct prejudicial to good order and discipline before the General Court Martial in Makindye.
According to the charge sheet, prosecution alleges that between May 2013 and February this year, Maj Muramagi, with others still at large, hatched plans to kill his superiors and some MPs, a conduct prejudicial to good order and discipline of the defence forces.
Denial
Maj Muramagi, who denied the charges, appeared before the court chaired by Brig Moses Ddiba Ssentongo for plea after spending about two weeks on detention at the prison.
He was arrested on February 28 and detained pending investigations over various allegations.
However, Maj Muramagi’s lawyer, Capt Nasser Drago, objected to the charge sheet, saying it was defective in nature for not revealing the particulars of the offence.
Efforts by Capt Drago to seek bail for his client were futile.
Brig Ssentongo remanded Maj Muramagi until March 25 and advised him to follow the court procedure where applications are made by notice of a motion.

Section 178 of the UPDF Act provides for the charge as any act, conduct, disorder or neglect to the prejudice of good order and discipline of the defence forces. The law provides that a person convicted of the offence is liable to dismissal with disgrace from the defence forces.
