SV: {UAH} Mr. Nekyon: Kenya to register afresh all Kenyans

Although I am not insightful on the structure and procedures of the ID-project in
both Uganda and Kenya, my guess is that they mix up two what to me should
have been two separate institutions:
1) THE INSTITUTION THAT IS RESPONSIBLE FOR REGISTERING CITIZEN
AND OFFERING PERSONAL NUMBERS ( which also appears on passports and ID
Cards but which are not necessarily the same as the ID Card number).
This institution registers and offer person numbers already from BIRTH, But they
also offer person numbers to immigrants.
2) THE INSTITUTION OR INSTITUTIONS THAT ARE MANDATED TO OFFER
ID-CARDS (This could be the post office, banks etc) upon certification from the
FIRST INSTITUTION ABOVE.
Passports are issued by the national passport office or mandated authority.
Mixing up competencesleads to corruption and that to me is why they have been
failing. The army and the police for example, should not be the ones issuing
ID Cards.In Africa, those two institutions are very sensitive to regime changes.

If the registration is done properly without corruption it
could be the start of some order in immigration.
Incidentally, Uganda has embarked on a national ID
registration project today. The big question is
whether it will only register bona fide Ugandans? I doubt it
so as they say if the program is not proper from the
beginning, the rest will not matter or it cannot be fixed in
future without breaking it. That is why Kenya has
opted to do it all over again. But Ugandan officials are
just as corrupt so not much hope. So the national
ID ay simply legitimize illegal immigrants in Uganda by
giving them kipande.
