{UAH} fwd: Africans are not capable to plan

Well, I just read the comparative analysis of different races and cultures. For centuries Africans have been considered backward people and there is a greater assumption in minds of scholars that Africans are not capable to plan for themselves by themselves alone. they need assistance in putting their house together first then the betterment of infrastructure can take shape. There was a book termed as "Miseducation of Africans" written in 90s which highlighted the gap between the required education in Africa and the provided education to them through various global and local institutions. To my experience of working with globally in urban planning, i have discovered that local planning does not exist as it requires drawing up of plans, and then making legislation on implementation of plans and establishing regulations in verifying the implementations. Since Africans and Asian have strong feudal class, therefore legislation is seldom passed in the end making the plan being pigeon held.
