Examine the following

 

1. National water bill voucher or receipt
2. Umeme bill voucher or receipt

 

EMS Courier Services and DHL could be included if MLHUD is to discuss with Posta Uganda about address system- in fact will be the best users of the system by the nature of their trade.

 How many villages do we have in each municipality, are the boundaries delineated?

 

1. The easiest way will be to ask the Electro Commission to FIRST provide data on village and village boundaries. That is IF MLHUD GIS/Cartography department does not have such data.
2. Discuss this with all the three entities; NWSC, umeme, EC , Posta Uganda to have a similar system account/customer and property number including road/street names
3. Then augment or verify the above data by division's /Village Chiefs identification system, bringing in names of roads and Number of properties on each road per village.
4. Furthermore compel all property owners in Kampala divisions to register with MLHUD, giving details on the water/umeme bills, village, road name.
5. Categorise these properties in permanent, semi permanent and temporary
6. Divisions will verify, those properties in wetlands, road reserves and slums for example
7. Get computer programmers to design a data base for this information linked to survey and mapping data. Every village in A TOWN/MUNICIPAL COUNCIL by just a click on a button will show on a computer, with houses on a particular street/road and its Umeme, NWSC and electro commission details. Working either with Umeme/NWSC/EC they can enter data in a mobile computer i.e. coordinates transferable to MLHUD.
8. In addition to property number, and Customer /account No on water and umeme bills add a geographical reference point derived from survey data.
9. MLHUD can move forward to give tags for each property – i.e. property number /street/plot number.

 

MLHUD technical arm can discuss this with Umeme/NWSC, EC and see the easiest way of implementation. They do already have the data. This can also boost MLHUD income given to the facts that some of the residences are actually lodges and bars in residential areas.
