You can never force a population to develop, and that is what I have learnt from watching many countries and from several circles. Haiti is a very tinny country basically an Island, if you compare it to Uganda in real numbers, Haiti is 27,750 Square kilometers when Uganda is 241,038 Square kilometers, Haiti has a population of just under 10 million people when Uganda has just under 40 million. But Haiti has an advantage that it is in the middle of developed countries. They speak French thus very connected to Canada, our former Governor General immigrated from Haiti and she went to Port Au Prince after they got the massive destruction of earth quake. We have sent millions and millions of dollars to Haiti and we have failed to move them an inch forward. Do you know why? Everything we pump in is looted and sold to Dominican Republic.  When you load containers from here and send them to Haiti, it is your responsibility to see that the people you have gone to help do not loot the equipment. And if you fail them to loot it they attack you and kill you. We drove from Dominical Republic to Haiti and these countries have a common boarder, but when you compare Port Au Prince to Santo Domingo, you are comparing Kampala to The Greater Authority of Toronto. And Akim Odong by the way Dominical Republic is a Unitary democracy.

 

Many of those islands survive due to their immigrants in North America sending them things from here. Saint Lucia, Saint Vincent and so on are doing very good thank you. I was in Jamaica and I was so surprised of the value they put in public services, Jamaicans have failed in these countries but you will never find that in their country. If you ask a Jamaican for a bed you sent to his hospital ten years ago he will either show it to you in the ward he placed it in, or he will show you a better one he replaced it with. Jamaicans never steal public property, and their government does not spend that much in importing such things for it is a national duty for a Jamaican to get anything and from any country as far out as United Kingdom, or as close as Canada and send it in. Haitians on the other hand, are thieves, they are looters, their police is corrupt, and never ever take chances with them.  When they got the earth quake the other day, the whole world stood up all way from North America, to Europe to the Aussies, to world bodies like UN EEC IMF World Bank and literary sent in money enough to rebuild the entire island from scratch. We only ended up making individual Haitians rich, and they started to apply for immigration to countries like Canada in foreign investors class. Up to today, there are Haitians still sleeping in reception centers for they have failed to be housed after the earth quake that hit them on 12 January 2010. So Gook the problem we have in Bugiri hospital is a problem of Uganda government failure and Museveni, but a huge part of it is Ugandans that have not decided to develop yet. It is Ugandans that are not nationalistic. A hospital like Bugiri that is so close to Kenya should have been getting materials even from Kenya, I can bet you that some of the material supposed to be into it, is stolen by those very people and sold to Kenya. Instead of Ugandans stealing things to put them to service in their own country, they steal from Uganda and sell to Rwanda Kenya Tanzania DRC and CAR for a quick personal dollar.
