New PPDA Act amendment will encourage local participation
in development projects - State House

State House has hailed the Public Procurement and Disposal of Public
Assets Authority (PPDA) for introducing new amendments to the act
saying this will help encourage the involvement and participation of
local communities in the development of projects.
Speaking at a sensitization workshop organized for staff of State
House by officials of PPDA, State House Undersecretary Hope Nyakairu
said the amendments have made it possible to be more flexible on
various issues impinging on procurement and disposal entities and will
ensure more accountability to the public.
The Public Procurement and Disposal of Public Assets (Amendment) Act,
Act No. 11 of 2011 came into force on the 3rd day of March, 2014 and
will significantly change the way public procurement is managed in
Uganda. Some of the immediate benefits are promotion of local
businesses under the preference and reservation schemes, and
efficiency in public procurement. The new law also demands great
accountability from both public and private officials involved in
procurement.
The Manager Capacity Building at PPDA Moses Ojambo said the PPDA 2003
was not repealed but that certain sections were amended to fast track
procurements and ensure greater transparency and accountability by
accounting officers.
The presentation covered various key regulations including Rules and
Methods for procurement of goods, works and non-consultancy services,
procurement of consultancy services and contracts regulations.

If this law provides for a percentage stake for private individuals
who sell bankable ideas to gov't, i think we should embrace it.
