{UAH} REGIONAL OIL SHARE BETTER THAN LOCAL GOVERNMENTS SHARE

A joint report of parliamentary committees of budget, finance and natural resources, has recommended for 7 percent of oil revenue to be shared by districts, municipalities, town councils and sub counties, and seven percent of their total share to be given to traditional institutions if they exist in the region and people cherish them.
It is my humble submission, that there should be a specific share for a regional government, and in case there is a traditional institution, the traditional leader shall be the titular head of that government. For example instead of Obukama of Bunyoro getting one percent from the total of seven percent that is given to local government in Bunyoro sub region, at least 10 percent be shared by Bunyoro Regional Government, with the Omukama as the titular head, and it should share with local governments under it.
